Title: Request for Expression of Interest (REOI) for Supervision, Quality Assurance and Monitoring for the Provision of Water Supply Facilities

Preamble

The Federal Republic of Nigeria (hereinafter called "Borrower") has received financing from the African Development Bank in the form of a "loan" toward the cost of Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project (IBSDLEIP). The Taraba State Programme Implementing Unit (PIU) the beneficiary of the loan intends to apply a portion of the proceeds of this loan to eligible payments under a contract for Supervision Consultancy Services of the construction/rehabilitation provision of WASH facilities in the State.

Objectives of the Assignment

The overall objective of the assignment is to put in place a robust system for quality management of all water facility contracts in line with the design and technical specifications to ensure there is value for money and equally strengthen the capacity of the RUWASSA staff in contract management.

Scope of Work

This assignment shall cover supervision, quality assurance and certification of all works done as follows:

Drilling and installation of hand pump boreholes.
Upgrading/rehabilitation of motorized boreholes.
Construction of solar powered boreholes.
Construction of mini water works spread all over the state.

N/B: The duration of the assignment is twelve (12) months and is expected to commence in November 2021.

Eligibility Requirements

The Taraba State Programme Implementation Unit (SPIU) now invites Expression of Interest (EOI) and information from suitable consultants that will provide supervision for quality assurance for the construction/rehabilitation of WASH facilities.

Interested Consultants must provide information indicating that they are qualified to perform the assignment (Brochures, description and experience of similar assignments, availability of appropriate skills among staff, etc.). Specifically, Consultants are required to provide the following information:

A full company profile, with all details (Address, contact person, Phone numbers, e-mail).
General Organizational capability and resources (staffing, years of experience).
Evidence of company executed relevant assignments.
Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the shortlist and selection procedure are in accordance with the Bank's "Procurement Policy for Bank Group Funded Operations", dated October 2015, which is available on the Bank' website at http://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/
