The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health. The WHO Constitution states its main objective as "the attainment by all peoples of the highest possible level of health".

Title: Request for Proposal for the Engagement of a Firm to Support the Behavioral Change Project in Nigeria

Preamble
The purpose of this Request for Proposals(RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: 
  • Scale up of the behavioral change project that was carried out with in Lagos. The project designed to deliver awareness and education campaigns aimed at school-age children schools to 10 (8 public government secondary schools and 2 private secondary schools). The scale up will be to 10 mores schools in Lagos and 10 schools in Osun state.
WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.
 
Overview
The World Health Organization (WHO) Nigeria Country Office with support from WHO Antimicrobial Resistance (AMR) Division and WHO Regional Office for Africa partnered with a non governmental organization to develop a project designed to deliver awareness and education campaigns aimed at school-age children schools to 10 (8 public government secondary schools and 2 private secondary schools) addressing the following:
  • Essential Hand-washing and personal hygiene practices (respiratory hygiene, cough and sneezing etiquette and Hand washing).
  • General knowledge of antibiotics and antibiotic/antimicrobial resistance.
  • Proper use and disposal of antibiotics.
  • Proper food safety and environmental sanitation practices.
Key requirements




  • Capacity to engage states ministry of health and education  and secure approval for the use of the schools for the state.
  • Capacity and experience in engaging students extra curricula activities. 
  • Out-of-the-Box and innovative  approach to solving issues relating to students and school management.
  • Sound financial stability.
  • Registration with relevant government bodies in Nigeria.
  • Contractor shall be responsible for any accidental damages/loss that occurs during the provision of service.
  • Contractor shall provide necessary tools for the scale up of the project.
  • Evidence of managing a comparable international organization to that of the UN, including a description of the services rendered and the management of  plan implemented.
  • Contractor shall see to it that their personnel are properly identified  when performing their duties .
  • The contractor shall be a registered organization  with evidence of possession of license to carry out such service.
  • Proven track record in rendering satisfactory services  to a similar institution like the UN Agencies or INGO.

Please Note
  • The bidder must ensure that the content of all copies is identical. If at any time a difference is discovered between any copies of the proposal then the "Master Copy" will prevail as the official copy. 
  • Each proposal should be prepared in two distinct parts: the technical proposal and the financial offer.
  • Each proposal must include the signed Proposal Completeness Form (attached hereto as Annex 3) and supporting documents, as well as the signed Acceptance Form (attached hereto as Annex 5).
  • Each proposal shall be marked Bid Ref:UHC/HTI/2021/09/015 and be signed by a person or persons duly authorized to represent the bidder, submit a proposal and bind the bidder to the terms of the RFP.
  • A proposal shall contain no inter-lineations, erasures, or overwriting except, as necessary to correct errors made by the bidder, in which case such corrections shall be initiated by the person or persons signing the proposal.
  • It shall be the Bidder’s responsibility to obtain a confirmation of receipt by WHO of the signed Acknowledgement form (see section “Intention to Bid”4.24.2 above) and the proposal, marking in particular the Bid Reference number and the date and time of receipt by WHO.
  • WHO may, at its own discretion, extend the closing date for the submission of proposals by notifying all bidders thereof in writing. 
  • Any proposal received by WHO after the closing date for submission of proposals will be rejected.
  • WHO may, at its discretion, reject late bids. Bidders are therefore advised to ensure that they have taken all steps to submit their proposals in advance of the above closing date and time.
