Title: General Procurement Notice for FY2021 Capital and Recurrent Projects

Preamble
The Federal Ministry of Finance, Budget and National Planning appropriated Funds in the 2021 Capital and Recurrent Budget for the execution of its projects.

Accordingly, in compliance with the Public Procurement Act, 2007, the Ministry hereby notifies all interested and qualified Contractors and Consultants with relevant experience for consideration for the execution of the following under-listed projects.

Scope of Projects
The procurement activities generally fall into the categories listed below:

Goods:
  • Purchase of High Tech Multi Media Equipment
  • Acquisition of Technology work tools end-users, ICT technical staff and Technical Training (ERPM)
  • Purchase of 400 number U.P.S/ and Desktops and Laptops
  • Purchase of library book / law pavilion.
  • Purchase of Computer Printers.
  • Production and Publication of the Ministry Annual report, and printing of documents.
  • Materials and Supplies, Procurement of Essential Office Equipment's.
  • Office stationeries / computer consumables.
Works:
  • Rehabilitation of fire hydrant and systems in phase 1&2.
  • Rehabilitation of CCTV Network and Synchronization of Phase 1&2.
  • Rehabilitation of new 0.77mm long span aluminium roof and replacement of expires felt network in phase II.
  • Painting of the internal and external walls of phase II.
  • Perimeter fencing and office improvement.
  • Maintenance of motor vehicle / plants / generators.
  • Maintenance of office furniture/equipment.
  • Maintenance of office building/residential quarters and other maintenance services.
Consultancy and Non-Consultancy Services:




  • Research and Development (Finance and Accounts).
  • Development of ICT strategic roadmap (2017-2021) for the ministry.
  • Automation of store and inventory processes within the Federal Ministry of Finance,Budget and National Planning.
  • Budget forecasting applying Econometric inputs using the Excel Operating System (Budget Division).
  • Automation of IDEC (Import duty Exemption Certificate).
  • Reform Innovation and Development in the Financial Sector.
  • Monitoring and Evaluation of Reform Initiatives in the Governance and Institutional Impact Assessment in the Financial Sector.
  • Human Capital Development (Training).
Mandatory Criteria
Please note that all documents on the Mandatory Criteria as specified by the PPA, 2007 such as:
  • Certificate of Registration with Corporate Affairs Commission (CAC).
  • Tax Clearance Certificate (TCC).
  • Evidence of Compliance with the Industrial Training Fund (ITF).
  • Amendment Act, 2011 by inclusion of Certificate of Compliance with NSITF.
  • Evidence of Compliance with Pension reforms Act, 2004 by inclusion of PENCOM Compliance Certificate.
  • Evidence of Registration of Firms on the National database of Contractors, Consultants and Service Provider in BPP Contractors database with the inclusion of BPP Interim Registration Reports IRR, etc., which may be referred to the Security Agencies, Corporate Affairs Commission (CAC),Federal Inland Revenue Services (FIRS),National Pension Commission (NPC) and other relevant bodies for verification.
Additional Information
Attention of all interested and reputable Contractors, Consultants and Service provider are drawn to the following:
  • The Procurement of the projects listed above will be subjected to Due Process Procedure which would be transparent to all interested and eligible bidders who wish to participate.
  • Bidders are advised to kindly be on the lookout to Specific Procurement Notice within the year when these projects would further be defined by Budgetary releases' and further adverts in the National Dailies, Federal Tenders Journal, the Notice Board of the Ministry as well as the Ministry's website (www.budgetoffice.gov.ng) as applicable.
Conclusion
  • The Ministry will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with this notice and or the preparation or submission.
  • Bidders should comply fully with the instructions listed in the General Procurement Notice.
  • The Ministry also reserves the right to invoke the provision of section 28 of Public Procurement Act (PPA) 2007 without incurring any liabilities.
