The National Social Safety-Net Coordinating Office (NASSCO) invites reputable and competent consultancy firms to indicate their interest by submitting EOI documents for the following works:




The National Social Safety-Net Coordinating Office (NASSCO) was established in 2016 by the Government of Nigeria in partnership with the World Bank to strengthen social safety nets and social protection system in Nigeria as a core strategy to help end extreme poverty and to promote shared prosperity. 

The core mandate of NASSCO therefore is to lay a strong foundation of rigorous and reliable evidence of poor and vulnerable households in Nigeria, by building a National Social Register (NSR), as well as coordinate, refine and integrate the social safety-net programs into social protection systems, while ensuring policy coherence.

Title: Expression of Interest (EOI) for Consulting Services - Consultant Qualification Selection

Preamble
The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the cost of the National Social Safety Nets Project (NASSP), and intends to apply part of the proceeds of this loan to payment under the contract for the Consultancy Services for the Engagement of a Firm to Conduct Disability Assessment for National Social Safety Nets Project (NASSP). The Firm selected for the Assignment will be expected to work with all relevant work streams associated with the implementation of the National Social Safety Nets Coordinating Office (NASSCO).

Qualification Requirements
National Social Safety Nets Coordinating Office (NASSCO) now invites Consultancy Firms to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested parties are requested to submit Expressions of Interest (EOI) along with any additional and relevant supporting documentation. 

The Consulting firm should have the following qualifications: 




  • Expertise and Experience in Social Development, with at least 3 year's experience in Social Inclusion and community engagement. 
  • At least 5 years' experience in community-based survey/data collection. 
  • Proven experience and understanding of disability dynamics in local and international contexts. 
  • Experience in the development of Training Manuals and mainstreaming disability into systems strengthening. 
  • Experience in engaging with multiple stakeholders at all levels. 
The Technical Team Composition at minimum shall consist of the following persons:
  • Team Lead (1): A minimum of MSc. in Social Sciences with academic training in Social Development or a relevant field. At least 8 years' work experience in the development sector, and particularly with global experience in disability programming for international organizations. Experience in qualitative and quantitative data collection and analysis.
  • Context Lead (1): A minimum of MSc. in Social Sciences with academic training in Social Development or a relevant field. At least 8 years' work experience in the development sector, with Nigeria specific experience in Disability Inclusion, community-based engagement, citizen engagement. 
  • Field Supervisors (1 per geo-political zone): A minimum of BSC. in Social Sciences or relevant field. At least 5 years' work experience in Social Inclusion mainstreaming programmes, particularly in disability. Experience in Qualitative and Quantitative Data Collection. 
N/B: Firm shall be selected under the Consultant Qualification Selection (CQS) Method as set out in World Bank's "Procurement Regulations for IPF Borrowers" dated July 2016, Revised November 2017, August 2018 and December 2020 available on www.worldbank.org
