Preamble
The Government of Cross River State of Nigeria as part of its determination to turn around its economy through industrialization and tourism, secured approval from the Federal Ministry of Aviation to construct an international Airport in Obudu, Obudu Local Government Area. After every stage of Due Process, the contract was duly awarded and work is progressing satisfactorily.

Upon completion, the Airport needs to be easily accessible and some basic amenities are indispensàblë to make the Airport meet up with Global best standards.
In addition to the facilities already provided for during the award of the construction of the Airport, Cross River State Ministry of Aviation hereby calls for both technical and financial bids from suitably qualified contractors to make submissions for any of the lots.

Scope of Work
  • Lot 1: Construction of Industrial Borehole 
  • Lot 2: Construction of a 300KVA Solar Plant 
  • Lot 3: Installation of Airport Street Lights 
  • Lot 4: Construction of Cargo Terminal
  • Lot 5 Construction of Access Road
  • Lot 6: Construction of Perimeter Road
  • Lot 7: Acquisition of High-Speed Multipurpose Airport Runway Sweeper
  • Lot 8: Construction of a drainage system at the Airport 
  • Lot 9: construction of Fuel Dump
Eligibility Requirements
Interested firms and companies are to forward copies of the following documents:
  • Evidence of incorporation with the Corporate Affairs Commission (CAC) of Nigeria.
  • Evidence of Registration with Cross River State Due Process and Price Intelligence Bureau.
  • Tax Clearance Certificate for the last (3) years 2018, 2019 and 2020.
  • 3 years Company Audited Account prepared by a chartered accountant for 2018,2019 and 2020.
  • Bank statement of the company for the past 12 months and reference letter from a reputable Nigeria Bank.
  • Company profile showing a list of key personnel to be used for the project and their qualifications.
  • Verifiable documentary evidence relating to the assignment.
  • Directors Income Tax (at least one Director).
  • Evidence of possession of relevant equipment
  • Both technical and financial bids in triplicate copies in separate envelopes.
  • Evidence of belonging to the relevant professional organisation(s).
Note: International Contractor(s) with domestic or Local Partner(s) will be an additional advantage. Expected Contractor are expected to visit the Airport site at Obudu to have adequate information about the site of the project and to Carry out geophysical survey.





Application Closing Date
25th October, 2021.

Collection of Bids Document
interested Bidders should pick the bid document in the Procurement Department of the Ministry upon payment of a non-refundable administrative fee of N250,000.00 (Two Hundred and Fifty Thousand Naira) only.

Opening of Submission
Technical submissions shall be opened in the premises of Ministry of Aviation by 1:00pm on Tuesday, 28th October, 2021.

Submission of Bids Document
Both Technical and Financial Bids should be submitted in triplicates in two sealed envelopes and clearly marked for proper identification. The documents are to be dropped in the Tender Box at the Ministry of Aviation beginning from Monday, 27 September, 2021 and will last for 4weeks.

  • Response to this invitation shall not oblige Cross River State Government to consider any responding Company / Constructor for award. All costs incurred as a result of response to this invitation or any subsequent request for information shall be borne by the responding Company/Constructor without any obligation on the State.
