The Cross River State Rural Water Supply and Sanitation Agency (RUWATSSA) invites applications for:

Title: Invitation to Tender for the Construction of 2 Units, 3 Compartment Pour Flush Latrines, Drilling of Boreholes and Rehabilitation of Existing Boreholes in Three Local Government Area of the State

Preamble
The Government of Cross River State (CRSG) in partnership with the Federal Ministry of Water Resources for the implementation of the Partnership for Expanded Water and Sanitation (PEWASH) Programme is desirous of constructing 2 Units, 3 Compartments Pour Flush Latrines, Drilling of Solar Motorized Boreholes and Rehabilitation of existing boreholes in some designated communities in the three Local Government Area of Obudu,Abi, and Odukpani.

Accordingly, the Cross River State Rural Water Supply and Sanitation Agency (RUWATSSA) is inviting interested reputable contractors with proven capacity to submit Bids for the Construction of Pour Flush toilets, Drilling and Rehabilitation of Boreholes.

An added advantage shall be given to Small and Medium Scale Enterprises who have the capacity to carry out any of the projects.

Project Description
  • LOT 1: Construction of 2 Units, 3 Compartments Pour Flush Latrines with 4 Hand Washing Stations, each at Secondary Commercial Schools, Bedla and in Begiaka Wards and Community Primary School Kakum in Ipong Ward, all in Obudu Local Government Area.
  • LOT 2: Construction of 2 Units, 3 Compartment Pour Flush Latrines with 4 Hand Washing Stations at Ekureku Main Market and Motor Park in Ekureku Community and same at Government Primary School I, Usumutong, Usumutong Community. 
  • LOT 3: Construction of 2 Units, 3 Compartment Pour Flush Latrines with 4 Hand Washing Stations at Government Primary School Asang Enlong. Repeat same at Government Primary School Okurikang. 
  • LOT 4:Drilling of Solar Powered Borehole at Secondary Commercial School Bedia and upgrading of existing borehole to Solar Powered Borehole at Ukwal Obudu. 
  • LOT 5: Drilling of one Solar Powered Borehole at Community Primary School, Kakum and Rehabilitation of one existing Solar Powered Borehole at Community Primary School, Unguako Igwo Community.
  • LOT 6:Drilling of 1 Solar Powered Borehole at Ekukreku Main Market and upgrade of 1 MBH to Solar Powered Borehole at PHC Ngarabe, Ekureku II 
  • LOT 7: Drilling of Solar Powered Borehole at Govt. Primary School Usumutong and Rehabilitation of Solar Powered Borehole at St. Benedict Primary School, Ekureku II. 
  • LOT 8: Drilling of one Solar Powered Borehole at Government Primary School, Asang Enlong and upgrade of 1 Motorized Borehole at Atan Onoyom Playground, Eniong. 
  • LOT 9: Drilling of 1 Solar Powered Borehole at Government Primary School, Okurikang and Rehabilitation of one Solar Powered Borehole at Government Primary School, Oblo Usiere.
Criteria for Qualification
To qualify for consideration, a prospective contractor/company’s tender should be:
  • Prepared in English and
  • Meat the following requirements.
Criteria for Scoring




The qualifying criteria for the bidding process will be based on the following: Technical Bid: The Technical Bid shall be evaluated based on the following:
  • Evidence of Certificate of Incorporation (CAC)
  • Registration with CRS Due Process and Price Intelligence Bureau Evidence of Current Tax Clearance Certificate (2018, 2019 and 2020)
  • Three (3) Years Audited Accounts of Company (2018, 2019 and 2020)
  • Evidence of Directors PAYE income Tax Clearance
  • Professional/Technical Qualification of Key Staff.
  • Evidence of similar projects executed in the past three years with job Completion Certificate
  • Evidence of VAT Registration/Remittances
  • Evidence of Membership with relevant professional bodies and payment of dues.
Site Visit:
  • All prospective contractors are advised to visit the various communities of interest before submitting their Bids.
Financial Bid:
  • The Financial Bids shall include detailed rates of all works items lobe expended based on the scope of work.
Application Closing Date
12:00 noon, 20th October, 2021.

Collection of Bidding Document
Potential bidders should pick bid documents from the Procurement Department after a non-refundable payment of N10,000.00 (Ten Thousand) naira only.

Opening of Documents
Opening of Technical Bids shall commence at 12:00 noon on the 20th October, 2021 being the day of closure of receipt of submission at the Rural Water Supply and Sanitation Agency Conference Room of Water Board Premises, off Ekpo Archibong Road, Former Marian Road, Calabar.

Technically successful Bidders after evaluation will have their Financial Bids Open at a date that will be communicated to them while technically unqualified Bidder’s Financial Bids will be returned unopened.





Submission of Documents
Four hard copies of the company’s profile and two soft copies of same enclosed in a sealed envelope of size approximately 290 x 360mm marked "TECHNICAL BID" on the top left corner and addressed as directed below. Four hard copies of FINANCIAL BID and two soft copies enclosed in a separate sealed envelope marked "FINANCIAL BID" on the top left corner and addressed as below.

The two documents should be enclosed and sealed in one large envelop marked “TENDER FOR CONSTRUCTION OF 2 UNITS, 3 COMPARTMENTS POUR FLUSH LATRINE; DRILLING OF MOTORIZED BOREHOLES AND REHABILITATION OF EXISTING BOREHOLES IN ANY OF THE SENATORIAL ZONES OF INTEREST on the top left and addressed to:

  • Bids submitted late, or brought open shall not be accepted. You are required to sign the register during submission.
