The Pension Transitional Arrangement Directorate (PTAD) interested and eligible Contractors / Consultants to submit EOI and Tender documents for the following works:




The Pension Transitional Arrangement Directorate (PTAD) is responsible for the pension administration of the Defined Benefit Scheme (DBS). PTAD was established to address the numerous pensioner's complaints that bother on issues such as non-payment of monthly pension, short payment of pension and gratuity, removal of name on pension payment voucher, non-payment of harmonized pension arrears, irregular payment of federal pensions and non receipt of pension after retirement, etc.

Preamble
The Pension Transitional Arrangement Directorate (PTAD) is desirous of executing projects approved under the 2021 Budget. Accordingly, the Directorate invites qualified, interested and eligible Contractors / Consultants to tender for the procurement of the following Goods and Consultancy Services.

Scope of Work
Category  A - Invitation to Tender: 
  • Lot 1: Procurement of Office Equipment. 
  • Lot 2: Procurement of Office Furniture. 
  • Lot 3: Procurement of Server Tape Library Back Up Software (Plus Installation &Training 
  • Lot 4: Procurement of Tape drive Backup Software and Configuration and Training 
  • Lot 5: Procurement of Vcenter Standard License Latest Version Installation and configuration 
  • Lot 6: Procurement of VMware vSphere Latest Version, Installation and configuration 
  • Lot 7: Procurement of Windows Server 2019 edition, Installation and configuration. 
  • Lot 8: Procurement of Panasonic Expansion Shelf PABX & Telephone call Bill, Accounting & Monitoring Software and CRM Integration software (plus application training and IP PBX training) 
  • Lot 9: Procurement of Network expansion, wireless LAN maintenance 
  • Lot 10: Procurement of EMC 1.2TB 10K 2.5m 6G SAS HDD for VNX DAE, Installation and configuration 
  • Lot 11: Procurement of Microsoft Exchange Server 2019 Enterprise, Installation and configuration. 
Category B - Expression of Interest (EOI):
  • Lot 12: Procurement of Pensioners Service Satisfaction Polling Survey. 
Eligibility Requirements
  • Certified true copy of certificate of incorporation including Form CAC2 and CAC7, Certified true copy of MEMART (Memorandum &Article of Association).
  • Certified true copy of 3 years (2018, 2019 and 2020) Company Annual Returns submitted to Corporate Affairs Commission.
  • Tax Clearance Certificate for the three years covering 2018, 2019 and 2020 valid till 31st December, 2021.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15).
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover).
  • Current Certificate of Compliance Issued by Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2021.
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
  • A Sworn Affidavit: 
    • The firm and/ consortium is not in receivership, insolvent or bankrupt.
    • None of the Directors of the company has been convicted in any court for any criminal offence including fraud and financial impropriety. 
    • Disclosing whether or not any officer of the relevant committees of the Pension Transitional Arrangement Directorate or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars 
  • Reference Letter from a reputable commercial bank in Nigeria indicating willingness to fund the project if awarded.
  • Three (3) Years (unabridged) Company Audited Annual Report (2018, 2019 and 2020) and duly stamped by a registered Auditor.
  • Comprehensive company profile indicating history, organizational Structure, area of specialization, key competences, Full detail of Management team with CV of key personnel and Professional staff proposed to be deployed for relevant project.
  • Category B: Evidence of Firms current registration with relevant regulatory professional body(ies).
  • Summary list (with short description) supported with verifiable documentary evidence of similar and other jobs successfully executed within the last five (5) years in Nigeria. Such evidence shall be in the form of valid and verifiable letters of contract award, contract agreement and completion certificate. 
  • ICT jobs: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA).
  • For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs).
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

Bid Collection (Category A) 
Interested Companies (bidders) are to collect bidding documents from the Procurement Unit upon payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira only) per Lot, to Pension Transitional Arrangement Directorate (PTAD) Treasury Single Account (TSA) Number: 0020531961014 with Central Bank of Nigeria (CBN) through REMITA Payment Platform. A photocopy of the evidence of payment is to be presented for collection of the bidding document for each lot between the hours of 9:00 am and 5:00 pm from Monday to Friday. 

Opening of Technical Bids (Category A) 
Only the technical bids will be opened immediately after the deadline for submission at 11:00 a.m. on Monday, 8th November, 2021 at the address below, while the Financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the Procurement unit office in PTAD, as the PTAD will not be held liable for misplaced or wrongly submitted bids. 

Opening of EOI (Category B) 




The EOI documents will be opened immediately after the deadline for submission at 11:00 am on Monday, 11th October, 2021, at the Directorate Macquee. Please ensure that you sign the bid submission Register in the Procurement unit office in PTAD. PTAD will not be held liable for misplaced or wrongly submitted bids. For further enquiries, please contact the Head Procurement at the office. 

Submission of Tender Documents (Category A) 
Completed bidding document should be enclosed in two separately sealed envelopes labeled "Technical" and "Financial" (one original and two Duplicate) (2 envelope system) both put in a bigger envelope clearly marked at the right hand corner indicating appropriate project title and lot number and name of bidder clearly written and addressed to:

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the above address. 





Submission of EOI Documents (Category B) 
Interested firms are to submit two (2) bound copies of Expression of interest (EOI) documents separated by dividers and arranged. The document should be submitted in a sealed envelope and addressed to the Executive Secretary and clearly marked (with the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender box.

General Information
  • EOI must be in English Language and signed by an official authorised by the bidder 
  • EOI submitted after deadline for submission would be returned unopened
  • All costs will be borne by the bidders. 
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency.
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services).
  • Category A: Only pre-qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
  • Category B: Only shortlisted bidders will be contacted at a later date for collection of Request for Proposals.
  • The PTAD is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.

  • Contravening any of the conditions will lead to disqualification of bid. 
  • This Advertisement shall not be construed as a commitment on the part of PTAD to award contract to any Contractor, nor shall it entitle any Contractor submitting documents to claim any indemnity from PTAD. 
  • PTAD reserves the right to take decisions on any of the documents received.
  • Each tender document should contain a table of contents and should be properly paginated.
