Oxfam invites interested and competent consultancy firms to indicate interest by submitting RFP documents to tender for the following works:

Title: Request for Proposal for GALS Participatory Gender Review Consultancy

Rational
Oxfam LINE project in late 2020 and first quarter this year engaged a consultant on GALS to train its staff, stakeholders,and beneficiaries on the methodology. Having trained about 340 trainers across the six LINE implementing LGAs in Bauchi state, the community entry phase kicked started in April 2021 through LINE implementing partners, LGA stakeholders and champions trained,in which 3161 individuals were reached with the GALS methodology across the 60 communities in six LGAs focusing on couples.

The GALS methodology having various tools which enables planning of individual selves and family needs a follow-up of visions and sharing of more tools which supports the households. Thus,Terms of Reference specifies engaging a qualified consultant to carry out a monitoring of the initial GALS community entry phase known as "participatory gender review" (PGR) also, sharing of other tools on GALS methodology in the LGAs of implementation.

Objective
  • To enable  participants to use visual diagrams to review the gender and livelihoods achievements so far using different tools.
  • Deepening of the gender changes, reviewing the individual and collective visions and planning the next milestones
  • To see the extent of achievements recorded by the community champions in the communities along the above objective.
  • To ascertain household negotiation, income contribution and decision making capacity of women in the communities
  • To know the women's production level at the household and in their businesses
  • To document the actual number of community members reached with GALS methodology and to ascertain the extent of social changes amongst men and women’s behaviour using the GALS methodology.
  • To see the changes as regards men supporting women’s empowerment.
  • To investigate opportunities for sustainability of the GALS results
Scope of Work
  • Work with the Ministries of Agriculture and Women’s Affairs in Bauchi to ensure that relevant topics are covered during the training's.
  • Prepare training/activity guides by  reviewing and familiarizing with GAL Staking into consideration the context of Bauchi State 
  • Report on the training and support follow-up M&E. 
  • Facilitate the training and provide guidance to Oxfam trainers and participants 
  • Develop a monitoring and evaluation plan for GALS methodology.
Criteria for Selection
  • Advanced degree in education, gender or women’s studies, human rights, international development, social sciences,or related field.
  • At least 10 years direct experience in Gender and Social Inclusion  in  the  development sector.
  • At least 5years experience in training the Gender Action Learning System methodology.
  • Demonstrable experience in working with development partners, private sector and government as key stakeholders.
  • Sensitivity to regional gender and cultural balance, with demonstrated knowledge of key gender equality principles.
  • Ability to communicate in Hausa and English languages.
  • Proven experience in working in a team approach to achieving program deliverable's
  • Demonstrated experience in programmes related to the following sectors such as Women’s rights, gender justice, Protection, Livelihoods, Nutrition, Food security, Women empowerment, Governance among others.
Contents of Quotation/Submission




The following should be included in expression of interest:
  • Technical proposal indicating your understanding of the Terms of Reference and how you intend to administer the deliverable's
  • Two relevant referees for professional services and assignments previously carried out.
  • Curriculum vitae of proposed consultant(s) showing relevant experiences 
  • An expression of interest which should include a work plan showing time-frame from the TOR.
  • Total cost of delivery of assignments accompanied with a cost break down in days spent and the related fee.cost should include 72 days consultancy, 2 days report writing , logistics for field travel for your proposed teams.
