Somolu Local Government, Lagos State invites reputable and competent contractors to indicate interest by submitting sealed bids for the following works:

Somolu (or Shomolu) is a local government area (LGA) in Lagos. It is located in Southwest Nigeria, North of Lagos city and its administrative headquarters is located on Durosimi Street. Somolu Local Government is part of the Lagos East Senatorial Zone and a lawmaker represents the district at the Federal House of Representatives.

Title: Invitation for Bids for the Construction of a Three (3) Storey Office Complex for the Council Secetariat

Preamble

Somolu Local Government, having obtained necessary approval to execute some capital projects as part of its statutory mandates, intends to embark on the above project through National Competitive Bidding procedure in line with Lagos State Public Procurement Agency Law 2011 (as amended in 2021).

Scope of Work

Somolu Local Government now invites sealed bids from eligible and qualified Contractors for the contract as detailed in the Bidding Document:

Qualification Requirements

Interested and competent Contractors wishing to carry out the project as described above will be required to submit the following documents:

Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
Company Tax Clearance Certificate for the past three years. (2018-2020)
Possession of experience as a Prime Contractor in at least (2) project of similar nature and complexity with verifiable Letter of Contract award and Certificate of job completion within the last Five (5) years.
Detailed Company profile and Organisation structure including names and telephone numbers of key personnel (Technical/Managerial).
Evidence of financial capability. (Reference letter from reputable bank)
Copies of VAT Registration with TIN number and evidences of VAT remittances for the last 3years. (2018-2020)
Company’s Audited Accounts for the last three years. (2018-2020)
Evidence of 3 years development levy for two directors.
Evidence of registration in appropriate class with SOMOLU Local Government.

12:00 noon Thursday, 7th October, 2021.

A complete set of Bidding Document in English Language may be collected by interested bidders at the address below, upon the submission of a written application to:

N/B: The Bidding Document may be collected by hand or sent by Courier at bidder’s expense.

Bid Opening

Bids will be opened in the presence of bidders’ representatives who choose to attend on Thursday, October 7, 2021 at 12 noon, at the Conference Room of Somolu Local Government.

Submission of Documents

Intending bidders are to submit One (1) Original copy and Three (3) copies of bids are in sealed enveloped clearly marked with the project title and address to:

A non-Refundable fee of N30,000.00 for the Bidding Document payable as follows:

All Bids must be accompanied by a bid security (original) obtained from a reputable bank or insurance bond as indicated in the table above.

Important Information

All claims must be adequately substantiated with documents and must be verifiable.
SOMOLU Local Government shall deal directly with only the authorized officers of interested Contractors and not with their agents.
This bidding exercise shall not be construed as a commitment on the part of the SOMOLU Local Government to award the contracts to anyone or even award any contracts at all.
SOMOLU Local Government will not be responsible for any cost or expenses incurred by any interested party (i.e.) in connection with site inspections or responses to this invitation.
Sworn affidavit that all documents submitted are genuine must be submitted.
SOMOLU Local Government reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
Late submission will be rejected.
