The Agro Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project, Cross River State invites interested and eligible contractors and bidders to submit sealed bids for the following works:




The Agro Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project is a six-year project developed by the Federal Ministry of Agriculture and Rural Development (FMARD) in collaboration with the World Bank and other stakeholders.

The Project is in line with the Agricultural Promotion Policy (APP) 2016-2020 of the Federal Government of Nigeria, also known as the Green Alternative, which built on the legacy of the Agricultural Transformation Agenda (ATA); and plans to support policy thrusts on Food Security, Local Production, Job Creation and Economic Diversification.

Title: Request for Bids for the Construction of Farm Access Roads in Cross River State

Preamble
This Request for Bid follows the General Procurement Notice (GPN) for the Agro- Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Pro)ect which appeared In "Development Business issue no. WB 31 08-756/09 and This Day" Newspaper of September 3rd 2019.

The Cross River State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of AgroProcessing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project, and it intends to apply part of the proceeds of this credit to eligible payments under the contract for construction of 13,3km Farm Access Roads in Cross River State.

Scope of Work
The Cross River State Agro-Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project now invites sealed bids from eligible and qualified bidders for the Construction of the arm Access Roads as described below:

Eligibility Requirements
  • Lots/ Average Annual Turnover (N):
    • 1 (N) / 759,727,602.04

  • Experience as prime contractor in the carrying out at least two projects of similar nature and complexity equivalent to the works over the last 5 years (to comply with this requirement, the work cited should be at least 90% complete) 
  • Availability (own, lease, hire, etc) of the essential equipment as listed in the Bidding Data Sheet. 
  • A Contract Manager with 15 years' experience in construction works of an equivalent nature and volume including not less than 10 years as Contract Manager and;
  • Liquid assets net requirement for the lot is as listed below:

Application Closing Date

Collection of Documents
A complete set of Bidding Document in English Language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable tee of Twenty-Five Thousand Naira (N25,000.0D) for the first LOT while each additional lot attracts the sum of N 15,000.00 or its equivalent in any freely convertible currency. The method of payment will be by cash or bank draft in favor of Cross River State Agro Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project. The document will be collected by bidder’s representative or sent by courier services on request.

Opening of Bids
Bids will be opened in the presence of bidders' representatives who choose to attend on 12:00 noon, Tuesday, 2nd November, 2021, at the address stated below.

  • Bidding will be conducted through the Request for Bids (RFB) procedures specified in the World Bank's Guidelines: Procurement of Small Civil Works - under IBRD Loans and IDA Credits and is open to all bidders from eligible Source Countries as defined in the Guidelines.
