Médecins du monde (MdM) invites interested and reputable consultant(s)/firms to indicate interest by submitting EOI documents to tender for the following works:




Médecins du monde (MdM) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities. It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner and Alina Margolis-Edelman from Lodz Poland.

Through our 355 innovative medical programmes and evidence-based advocacy initiatives, we enable excluded individuals and their communities to access health and fight for universal access to healthcare.

Title: Expression of Interest (EOI) for Consultancy Call on Transition Modality Assessment - Nigeria

Preamble
MdM has been active in Nigeria since August 2016. Arriving after reopening of Borno State after years of closure because of Boko Haram management, MdM developed a project in order to contribute to reestablish access to primary health care for population affected by the conflict, and especially internal displaced people (IDPs). MdM implements direct services in the fields of primary healthcare (PHC), including nutrition, gender-based violence (GBV) and mental health and psycho-social services (MHPSS). MdM aims also to respond to the health emergency situation, link with new displacement of people or burst of outbreak. MdM has for example been working on Covid-19 prevention, through sensitization and establishment of preventive measures in the clinics, for the past year and half and is currently developing a response to cholera outbreak.
 
MdM is currently implementing 5 clinics, in 3 different local governmental areas (LGAs) in Borno State. 3 are in Maiduguri City, 1 in Jere LGA and 2 in MMC LGA. 2 others are in Damboa, a LGA accessible mainly by air. In Damboa, MdM is also providing support to 2 primary health centers, Azir and Gumzuri. An assessment in the last quarter of 2020 happened in another state, Zamfara, as MdM is also willing to extend its activities beyond Borno State. Strategy proposed for implementation is through the State Ministry of Health (SMoH) facilities.
 
The strategy of MdM in Nigeria has been discussed for some time. Willingness is for the coming period, 2022-2023, to axe the intervention on more reinforcement and capacity building of the State Government facilities near MdM intervention sites and develop a handover strategy. To do so, MdM is willing to implement an evaluation to identify potential challenges, define proposition, to organize the coming period carefully.




 
Different propositions may come out of the evaluation. One option MdM is willing to explore is the Cash for Health activity. It is not something commonly practiced in Northeast Nigeria and MdM would like to explore possibility for implementing such activities if relevant. Indeed, high costs of services in government facilities results in IDP and host community patients seeking help from available alternatives and self help remedies that are more affordable.

Objective
In the context of this project, MdM-F is looking for a consulting team or person to carry out an assessment mission. The objective is to assess State Ministry of Health capacity and potential options to define MdM strategy, which is to strengthen MoH capacities to deliver quality care services to the most vulnerable population and enhance assess to PHC.

Eligibility Requirements
  • Relevant university degree.
  • Solid experience in health system.
  • Experience developing and delivering cash-based interventions in health sector.
  • Demonstrated knowledge of the humanitarian architecture and the multisectoral response to Cash and Voucher Assistance.
  • Fluency in English is required. Any other local language (Hausa, Kanuri, Shuwa, Marghi) is an advantage.
  • Experience in Nigeria on health system is a plus.

Note
Eois should be submitted with:
  • Up-to-date curriculum vitae (CV) of a maximum of 3 pages for each member of the proposed team and stating as applicable the consulting firm to which each team member belongs.
  • A letter of interest of a maximum of three (3) pages, indicating: experience of comparable missions, at least two (2) credentials concerning the performance of comparable contracts, dates of availability for the consulting process, etc.

  • Preferred date for the "field" phase of the consulting process: Between mid-November and end of December 2021 (3 weeks as a minimum in Maiduguri)
  • Preferred final report delivery date: Mid-February 2022.
