The African Minister's Council On Water (AMCOW) is an intergovernmental, Pan-African institution formed in 2002 in Abuja Nigeria, primarily to promote cooperation, security, socio-economic development, and poverty eradication among member states through the effective management of the continent’s water resources and provision of water supply and sanitation services. 

In recognition of the paramount role of water and sanitation to human and economic development as well as the role of AMCOW in achieving sustainable development in Africa, AMCOW has been designated as a delivery mechanism on water and sanitation for the Specialized Technical Committee (STC) of the Department of Agriculture, Rural Development, Water Environment (ARWE) of the African Union (AU). AMCOW provides political leadership, policy direction and advocacy in the provision, use and management of water resources for sustainable social and economic development and maintenance of African ecosystems.

The Objectives of the Consultancy
The overarching objective of the consultancy is to assess sanitation policies, strategies or plans of the 55 African countries using the ASPG Sanitation Policy Assessment Tool (ASPAT).

Scope of Work
  • The scope of work will involve the following:
  • Review and assess national sanitation policies, strategies or plans of 55 African countries using the ASPAT tool.
  • Read and understand the African Sanitation Policy Guidelines (ASPG) document.
  • Carry out a Country Sanitation Policy Diagnostic for each of the 55 member states showing the major gaps of each vis-à-vis the ASPG and allocate the rating score for each country
  • Provide a summary report of individual country sanitation policies, strategies, or plans.
Approach and Methodology
The consultancy will consist solely of desk review of the policies using the framework that will also be provided. However, prior to the assessment of sanitation policies, the consulting firm/individual would be expected to carry out the following:
  • Collect sanitation policy documents of 55 member states and other background information on sanitation.
  • Review the African sanitation Policy Guidelines (ASPG) to understand the context, scope, process, and content of the document.
  • Study and understand the ASPAT and how it aligns with the ASPG.
  • Conduct a desk review of the sanitation policies of all the 55 member states of the African Union highlighting the extent to which the policies align with the ASPG and allocate a weighting for each policy as in line with ASPAT weighting system.
Education, Required Skills and Experience of the Consultant
Interested individuals or organizations are expected to submit competitive technical and financial proposals for this assignment. The proposals should demonstrate the experience of the consultant(s) with CVs attached. The following minimum qualifications and experience are required:




  • Minimum of a Post Graduate University degree in social sciences, environment, and other water supply and sanitation related subjects.
  • Experience in policy analysis related to water, sanitation and hygiene and related research is essential.
  • Excellent analytical, communication and report writing skills in English and French.
  • Ability to communicate in both English and French is essential
  • Track record of timely delivery on self-managed work.
  • Experience in monitoring and evaluation is an added advantage.
  • At least 15 years’ experience in international development with focus on water and sanitation.
