The National Orthopaedic Hospital, Enugu invites reputable and interested contractors/suppliers to submit tender documents for the following works:




The National Orthopaedic Hospital, Enugu is one of the three National Orthopaedic Hospitals in Nigeria. It is strategically located to serve about a third of Nigerians population residing in the eastern and southern flank of the country.

Preamble
The National Orthopaedic Hospital Enugu, a Federal tertiary health institution by this notice intends to execute the under-listed projects as approved in the year 2021 appropriation. In Compliance with Public Procurement Act of 2007, the hospital invites reputable and interested contractors/suppliers to tender in respect of the projects.

Scope of Work
The scope of the work for the projects are detailed in the bidding documents which shall be given to the prospective bidders and includes but not limited to procurement and installation of new oxygen plant, supply and installation hospital furniture, supply and installation of air conditioners, supply and installation of medical equipment and are categorized under the following lots:
  • LOT 1: Hospital Equipment .
  • LOT 2: Supply and installation of New oxygen plant.
  • LOT 3: Supply and installation of air conditioners.
  • LOT 4: Supply and installation of hospital furniture.
  • LOT 5: Construction of oxygen plant house.
Eligibility Requirements
Prospective bidders must have the following:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7.
  • Evidence of Company Income's Tax Clearance Certificate for the last three (3) years(2018,2019,2020) valid till 31" December, 2021; with minimum average turnover of (N50m)fifty million Naira.
  • Evidence of current Pension Compliance Certificate valid till 31 December, 2021.
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 31st December, 2021.
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021.
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the NATIONAL ORTHOPAEDIC HOSPITAL, ENUGU or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
  • Company's Audited Accounts for the last three (3) years-2018, 2019, 2020.
  • Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
  • Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.).
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
  • List of Plants/Equipment with proof of Ownership/Lease (where applicable).
  • All documents for submission must be ARRANGED SERIALLY as listed above and transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Application Closing Date




11:30am Thursday, 11th November, 2021.

Collection of Tender Documents
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the HEAD of Procurement Department at the ground floor of administrative block of the hospital with evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the NATIONAL ORTHOPAEDIC HOSPITAL, ENUGU's Remita account in any reputable commercial bank in Nigeria or at the hospital cash office.

Opening of Bids
Interested Bidders, Civil Societies, Organizations and the General Public are invited to witness the opening of the bids on Thursday 11th November, 2021 at 12:00HRS at the New Conference Hall of National Orthopaedic Hospital Enugu.

Submission of Documents
Prospective bidders are required to enclose their technical documents in an envelope (Marked Technical Bid) and the financial bid in another envelope (Marked Financial Bid) and the two separate envelopes shall be enclosed in one sealed outer envelope clearly marked INVITATION TO TENDER /LOT NO.(indicating the lot) and addressed to:

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Procurement Department between the hours of 8am-4pm Monday to Friday not later than the above stated closing date.

N/B: Please ensure that you sign the Bid Submission Register in the office of the Head of procurement as the National Orthopaedic hospital Enugu will not be held liable for misplaced or wrongly submitted bids.

General Information
  • Bids must be in English Language and signed by an official authorized by the bidder.
  • Bids submitted after the deadline for submission would be returned un-opened.
  • Bidders should not bid for more than two (2) Lots.
  • All costs will be borne by the bidders.
  • Only pre-qualified bidders at technical evaluation will be considered for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
  • The National orthopaedic hospital, Enugu is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
  • This advert must not be misconstrued as having awarded contracts to any company.
  • The General Public is further informed that the Board, Medical Director, Management and Tenders Board Committee of National Orthopaedic Hospital Enugu do not operate any Face book account nor request for money or any other benefits in order to award contracts. Anyone dealing with Facebook accounts or other social media purported to belong to any of the above mentioned does so at his/her own peril.
