Title: Expression of Interest (EOI) for the Consultancy Services for the Preparation of Emergency Preparedness Plan (EPP) for Eleyele Dam in Ibadan City of Oyo State

Preamble
The Oyo State Government has received credit financing from the World Bank to support the implementation of Ibadan Urban Flood Management Project (IUFMP). The Project however intends to apply part of the proceeds of the credit for the payment of Consultancy Services for the Preparation of Emergency Preparedness Plan (EPP) for Eleyele Dam in Ibadan City of Oyo State.

Objectives of the Consultancy Service
The specific objective is for the Consultant to assist Oyo State to prepare an Emergency Preparedness Plan (EPP) for the Eleyele Dam in Oyo State, which had its rehabilitation completed on Saturday the 28th of March, 2020 and handed over on Thursday 28th May, 2020.

Scope of the Assignment 
The Scope of Service includes but not limited to the under listed:
  • Describe institutional coordination mechanisms between relevant stakeholders/ agencies to implement the EPP and give clear statement on the responsibility for dam operating decision-making and for the related emergency communication.
  • Identify the emergency situations, evaluate and classify the risk factors, internal and external, that would cause downstream areas to be affected in the event of a dam breach or excessive flooding.
  • Develop and clearly define preventive actions for each emergency situation considered including a diagram showing the hierarchy of notifications during an emergency.
  • Develop a stakeholder engagement plan which will include community engagement in addition to identified MDAs with focus on public participation, engaging to build knowledge and awareness, engaging for emergency management, engaging about planning for the future, engaging in decision-making process to avoid potential conflicts among others.
  • Mapping of downstream population (consideration should be given to vulnerable population with clearly defined vulnerability criteria), property, economic operations that depend on (or are potentially impacted by) river flow levels.
  • Test & upgrade the existing EPP and perform a drill on the EPP (test running the EPP) to ascertain the effectiveness of the plan.
  • Have a post-emergency situation plan that will include documentation on the condition that initiated the emergency, response actions taken, extent of any damage to the dam, justification for terminating the dam safety emergency. Also, the strengths and weaknesses of the existing plan such as notifications, management procedures, equipment, resources, personnel etc. will be identified.
Eligibility Requirements
The Ibadan Urban Flood Management Project (IUFMP) now invites eligible Consulting Firms to indicate their interest in providing the services. Interested Consulting Firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff,etc.).
