Title: Invitation for Pre-Qualification Exercise  for Contractors/Suppliers for Year 2016-2019 (Merged) Tertiary Education Trust Fund (TETFUND) Intervention in Library Development

Preamble
In accordance with the requirements for due process for the award of contract for capital projects, Ekiti State University, Ado-Ekiti wishes to invite competent and qualified Contractors Suppliers to pre-qualify for the procurement of the following.

Scope of Work
  • Lot K1: Books, Journals, Office Equipment and Furniture for the University Library.
Eligibility Requirements
Interested Contractors/Suppliers are invited to submit the following compulsory and mandatory documents: 
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7, 
  • Evidence of Company Income's Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (this) requirement is only applicable to bidders whose number of staff is 15 and above).
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above).
  • Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December, 2021.
  • Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2021 or valid Certificate issued by Bureau of Public Procurement (BPP).
  • Sworn affidavit:  
    • Disclosing whether or not any officer of the relevant Committees of Ekiti State University, Ado-Ekiti or the Bureau of Public Procurement (BPP) is a former or present Director: Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars: 
    • That none of its Directors has been convicted in any country for any criminal offence, including fraud or financial impropriety.
  • Company Audited Accounts for the last three (3) years-2018, 2019 and 2020: 
  • Reference Letter from a reputable Commercial Bank in Nigeria; indicating willingness to provide credit facility for the execution of the project when needed;
  • Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional Qualifications; 
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects; 
  • All documents for submission must be transmitted with a covering forwarding letter under the Company/Firm's Letter Head bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No), and e-mail Address. The Letter Head must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officers of the firm. All requirements in 2a and 2b must be arranged in the ORDER above.
Application Closing Date
12:00 noon Monday, 8th November, 2021.

Opening of Pre-Qualification Documents




The pre-qualification documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 8 November, 2021, at the Oodua Hall, Opposite Omolayo Administrative Building, Ekiti State University, Ado-Ekiti. The Contractors Suppliers are expected to adhere strictly to ALL Instructions as non-compliance will constitute a ground for disqualification. 

Only the pre-qualified bidders will be invited at a later date for collection of tender documents Interested Contractors/Suppliers must note that Ekiti State University, Ado-Ekiti reserves the right to verify claims made in the pre-qualification documents submitted by them.

Submission of Pre-Qualification Documents
The pre-qualification applications with all the required supporting documents should be neatly packaged, bound and forwarded in a sealed envelope and marked at the top left corner as "Pre-qualification for the prospective project". 

The Companies submitting the pre-qualification documents should write the name mobile phone number of the contact person and the name of the firm at the bottom left corner of the envelope. This will allow prompt communication. The Pre-qualification documents must reach the University not later than the above stated closing date and the parcel (pre-qualification documents) should be addressed and submitted to the Office of:

General Information
  • Bids must be in English Language and signed by an official authorised by the bidder.
  • Bids submitted after the deadline for submission would be returned un-opened.
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption Transparency.
  • Bidders can submit through Post (Courier Services).
  • The Ekiti State University, Ado-Ekiti, Ekiti State is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
