The Lagos State Ministry of Energy and Mineral Resources invites qualified and competent consultancy firms to indicate interest by submitting EOI documents to tender for the following works:




The Lagos State Ministry of Energy and Mineral Resources is the state government ministry, charged with the responsibility to plan, devise and implement the state policies on Energy and Mineral Resources.

Applications are invited for:

Title: Invitation for Expression of Interest (EOI) on Environmental and Social Impact Assessment (ESIA) for the Light-Up Lagos Phase 1 - Community Electricity Distribution Intervention

Preamble
Lagos being the commercial nerve center of the country is primarily served by two dedicated electricity distribution companies - Ikeja Electric Distribution Company (IKEDC) and Eko Electricity Distribution Company (EKEDC) that provide last mile electricity supply to Lagosians. Also, the largest Thermal Power Generation Company in Nigeria, the Egbin Thermal Power Plant, with an installed capacity of 1,320MW is situated in Lagos.

The Lagos State Government (LASG), in collaboration with Ikeja and Eko Electricity Distribution Companies (DisCos), under the Light-Up Lagos Initiative intends to improve the quality of electricity supply and service for Lagosians and to reduce losses through the deployment of electricity meters, refurbishment of distribution networks and additional power supply through bilateral contracts between GenCos and the respective DisCo.

Lagos State Ministry of Energy and Mineral Resources (MEMR) thereby invites qualified consultancy firms to prepare an Environmental and Social Impact Assessment (ESIA) for the power supply systems to be constructed /or rehabilitated under the Light Up Lagos Initiative Community Distribution Intervention component, in line with the requirements of the Federal Government of Nigeria, the Lagos State Government, and the African Development Bank’s integrated Safeguards System (ISS) to ensure that any adverse effects on the environment are properly mitigated.

Project Scope
The Consultancy Services shall include but not limited to the following:
  • Stakeholder meetings.
  • Baseline environmental data gathering.
  • Baseline climate data gathering for GHG assessment.
  • Land-Use mapping.
  • Biophysical surveys (ecology, air quality, soil/water quality, etc.).
  • Social baseline information gathering, including gender and disability.
  • Dynamics of the project area.
  • In-depth interview sessions, focus grotp discussions (FGD) and questionnaire administration.
  • Transportation and traffic surveys.
  • Identification of potential specific vulnerable project affected groups, including groups/persons/households people Living with some form of disabilities.
  • Laboratory analysis of samples of environmental media in a laboratory which should be fully accredited by the FMEnv.
Requirements




The bidder may consist of a single company or a consortium of companies with specialist expertise required to successfully deliver on the assignment. In the case of a consortium, the consortium members must jointly submit the information required herein paragraph 3. Consortium must also clearly identify a member company as the Lead Company as well as identify the specialized expertise/fields of its membership.

The Lead Company will have the primary responsibility for liaising with the Project Delivery Team and for managing the consortium’s’ performance of the Project. In order to be pre-qualified, prospective bidders should submit an Expression of interest detailing the following information as basis for pre-qualification:
  • Full name and contact person, postal address, telephone, and e-mail addresses of each corporate entity.
  • Company profile and profile of management team
  • Company registration including Certificate of Incorporation, certified true copies of Memorandum and Articles of Association and CAC Form C07 or the equivalent 
  • Ownership structure including name(s) of shareholders and percentage shareholding. Ownership structure including name(s) of share percentage shareholdings. 
  • Evidence of registration with Lagos State Public Procurement Agency prior to final stage of bidding process.
  • Evidence of Tax Clearance Certificate for the last Three (3) years. 
  • Provide the most recent 3-years Audited Account and latest Management Accounts 
  • Evidence of PAYE remittance for Nigeria consortia/firms
Relevant Experience
The Consultant (Firm or Individual) will have the following qualifications, expertise & experience with not less than 4yrs for supporting staff (for individual) and 15 years post-graduation with minimum of 10 years working experience in related field for the team leader:
  • In-depth understanding of, and experience with, the existing regulatory regime and personnel associated with review and approval of environmental projects in Nigeria.
  • Experience in undertaking environmental and social assessment in compliance with Development Agencies.
  • Extensive experience in supporting and undertaking the production of reports and related documents that are comprehensive, understandable and address the needs of the regulatory and review processes.
  • In-depth understanding of key issues that are of importance to all stakeholders, including resettlement and livelihood restoration issues in the Nigerian context, and regulators and a proven track record in effectively engaging these groups in the project processes through consultation.
  • A proven record and experience of several successfully completed environmental and social projects in Nigeria with focus on the energy and power related sector, and
  • Extensive experience working with industry as well as State and Federal Government MDAs and stakeholders on environmental matters in Nigeria.
  • In-depth understanding of, and experience with, the existing regulatory regime and personnel associated with surveying projects and practices in Nigeria.
  • A proven record and experience of several successfully completed surveying projects in Nigeria.
