Request for Expressions of Interest Consultancy Services for Statistical Data Analysis of Standardized Students Assessment Scores

Lagos Eko Secondary Education Project

This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business WB3947-808/11 of 14 September, 2011.

The Lagos State Government has received a Credit from the International Development Association (IDA), and intends to apply part of the proceeds for the Consultant Services for Statistical Data Analysis of Standardized Students Scores for Junior Secondary Schools.

The Consultancy Firm will independently carry out the analysis of the students results from the 639 secondary schools taking part in the Junior and Senior Secondary Schools standardized assessment and would be expected to carry out the following tasks:

Consuuiancy 1 - Junior Secondary Schools (JSS)
a. Perform analysis of standardized students’ assessment for 326 Junior Secondary Schools in the subjects English Language, Mathematics and Basic Science.
b. Provide analysis containing the requisite statistical indicators such as averages of performance along the institutional framework which the Lagos State schools are structured i.e. by districts, local governments, clusters and individual schools.
c. Provide analysis of individual schools per subject statewide for the 326 junior secondary schools.
d. Participate in the planning process of JSS baseline assessment in accordance with the project deadlines and liaise with other stakeholders upstream and downstream of the consultant’s duties to determine format for the scores and other information to be received for she analysis of the assessment.
e. Harmonize data and other pertinent information from the initial assessment and the JSS assessment in the L.GAs, Education Districts, Clusters etc.

Outputs/Deliverables

a. Production of statistical analysis describing each Education Districts average score, mean, highest and lowest score in the subjects for JSS assessment in English Language, Mathematics and Basic Sciences.
b. Produce reports containing narratives in addition to GIS maps, bar charts, pie charts etc of analysis for JSS assessment in English Language, Mathematics and Basic Sciences.

Qualification Criteria
  • Firm must show evidence of minimum of two (2) years international experience and three (3) consistent years of local experience in standardized students’ assessment in data analysis, statistical tracking and evaluation. Evidence must include past reports of large population statistical data of students’ assessment eva1uatin using GIS map to reflect statistical data.
  • Must have performed at least three (3) similar consistent services in students’ assessment analysis and evaluation in the last three (3) years. This must be evidenced through submission of letters of award.
  • Firm must present relevant experienced personnel qualifications and provide signed resumes of stall with education data assessment specialists, database management administrators and data mining experts.

Consultancy 2- Senior Secondary Schools (SSS)
a. Perform analysis of standardized students’ assessment for 313 Senior Secondary Schools in the subjects English Language, Mathematics and Biology.
b. Provide analysis containing the requisite statistical indicators such as averages of performance along the institutional framework which the Lagos State schools are structured i.e. by districts, local governments, clusters and individual schools.
c. Provide analysis of individual schools per subject, statewide for the 313 senior secondary schools.
d. Participate in the planning process of SSS baseline assessment in accordance with the project deadlines and liaise with other stakeholders upstream and downstream of the consultant’s duties to determine format for the scores and other information to be received for the analysis of the assessment.
e. Harmonize data and other pertinent information from the initial assessment and the SSS assessment in the LGAs, Education Districts, Clusters etc.

The Lagos EKO Secondary Education Project now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments. experience in similar conditions, availability of appropriate skills among staff etc.).

A consultant will he selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 following the Consultant Qualification selection method.
