The National Agency for the Control of Aids (NACA) is an organisation charged with the responsibility of facilitating the development and management of the policies and strategies of all sectors to ensure the human, financial and organizational resources to support the successful execution of the national HIV/AIDS response programme in Nigeria.

Title: Request for Proposal (RFP) for the Engagement of Technical Service Organization (TSO) to Lead the 2020 Joint Assessment Review (MTR) Process
Preamble
The development of NSHDP II was led by the Federal Ministry of Health through a participatory process and with inputs from the health plans of all the 36 States of the Federation as well as the Federal Capital Territory (FCT) and Federal strategic health plans. NSHDP II is arranged into five Strategic Pillars and fifteen Priority Areas with 15 Goals and 48 Strategic Objectives. Strategic Interventions and Key Actions, specific indicators and targets are also outlined. Detailed arrangements for tracking implementation.
In line with the monitoring and evaluation Plan, the Department of Health Planning, Research and Statistics of the Federal Ministry of Health (FMOH) in collaboration with development partners is engaging the services of a Technical Service Organisation (TSO) to lead the conduct of the JAR/MTR. The TSO will work with the NSHDP II Technical Coordination Group to prepare for and implement the 2020 JAR/MTR. The firm will work with the technical team from the Ministry and all relevant stakeholders to deliver on the Midterm review. The firm will report directly to the Head Monitoring and Evaluation, Department of Health Planning, Research and Statistics, Federal Ministry of Health.
The goal of the MTR
The main purpose of this final midterm review is to assess the achievements and performance in the areas of Relevance, Efficiency, Effectiveness, Impact, Sustainability. Lessons and recommendations will be analysed, documented for further reflection and learning.
The Objectives of the JAR
- To assess the progress of implementation of the NSHDP II against defined milestones and targets for 2020.
- To identify key bottlenecks/ challenges in implementation of the NSHDPII
- To document best practices in the implementation of the NSHDP II.
- Identify the level of state implementation of the NSHDP II
- To make recommendations for improve performance in succeeding years and subsequent Plans.
Scope of Assignment for the TSO
The consultancy firm will be responsible for conducting the entire JAR/MTR, produce final report and advocacy briefs with guidance from the Federal Ministry. Key Assignments for the TSO are to:
- Submits inception report outlining the details of the methodology which will include: sampling methods, data collection procedure, analysis template etc.
- Submit time frame and workplan for the JAR/MTR
- Works in collaboration with FMH, and other relevant stakeholders to develop guides and tools for data collection, summarization, organization and analysis. The tools will then be approved by the NSHDP II Technical Coordination Group;
- Coordinates desk review of the relevant NSHDP II documents.
- Develops TCG approved templates for data presentation by National Programme Managers for the National Programme Review.
- Work in collaboration with the TCG to oversee data collection at states, and federal levels including interviews of relevant stakeholders.
- Provide guidance as well as coordinates the states consultants.
- Ensures that State reports are produced in agreed format and timely manner.
- Develops TOR for the data analysis.
- Coordinates data analysis and write the national report.
- Facilitates the validation meeting and national policy dialogue.
- Develop policy briefs from the final report of the MTR.

Qualification/Experience
- The required TSO must be a registered company in Nigeria and must have minimum of 5 years experience in conducting similar activities at the national or sub-national levels.
- The organization must have at least three technical members with basic qualifications as listed below.
- Firm must have an excellent knowledge of the Nigeria health system.
- The Team lead and other team members must have full understanding of the National Health system.
- The TSO or members of the team must have conducted similar reviews or related activities in the health sector.
- It must have a team of seasoned experts with health or health related backgrounds.
- The team members must have vast knowledge in both qualitative and quantitative research designs.
In Addition, the TSO Should Demonstrate:
- Evidence of having Team members who have conduct similar work at the national or sub national level
- At least one of the team members must have Master Degree in Medical statistics, Statistics, Bio-statistics.
- One of the team members should have minimum of 7 years' experience in managing large data generated from national study (e.g data cleaning, analysis)
- Be able to write excellent technical report.
Minimum Qualifications for the Team Lead
- Masters in public health, health system research, health policy and related fields.
- Must have a minimum of 10 years' experience in areas mentioned above.
- Evidence of expertise in advanced research methods.
- Evidence of similar support at national level
- Proven ability to lead multi-stakeholder initiatives and collaborations.
- Excellent oral and written communication skills, including the ability to produce clear, concise reports and presentations about data and complex issues and the ability to communicate with government officials and clients
- Ability to work effectively in a multidisciplinary team
- Proven ability to lead medium to large sized projects or study teams with six or more staff
- Demonstrate experience in conducting implementation science study is an added advantage).
- Demonstrate excellent facilitation skills
Team Members Should Have
- Minimum qualification of Masters in Public Health, Health Planning and Management, Epidemiology or Bio-statistics.
- At least 7 years' experience in the areas of expertise
- Evidence of similar support at the national or sub-national level
- Proven ability to work in multidisciplinary team
- Excellent oral and written communication skills
- Capacity to facilitate multi stakeholders meetings.
- Good experience using quantitative and qualitative methods and participatory tools;
- Excellent written and verbal communication skills.
- Timeline: The Technical Service Organisation is expected to deliver the report of this activity within four (4) months.
Eligibility Criteria
- Evidence of company registration (certificate of incorporation of the company) including Forms CAC2 and CAC7;
- Duly Certified Company Audited Accounts for the last 3 years (2018,2019 and 2020);
- Evidence of PENCOM Compliance Certificate expiring by December 2021;
- Evidence of ITF Compliance Certificate expiring by December 2021;
- Evidence of NSITF Compliance certificate expiring by December 2021;
- Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Agency for the Control of Aids or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- The minimum validity period of the Tender should be One Hundred and Twenty (120) Days:
- Evidence of financial capability to execute the contract by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed; Company's Profile;
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years by showing copy of either Letters of Awards, or Job Completion Certificates or Contract Agreement.
- All documents for submission must be transmitted with a Covering/Forwarding letter under the Company Letter Head Paper using the Tender Submission Sheet template in Form G-1 and bearing amongst others, the Registration Number (CAC), Contact Address, Telephone Number (Preferable GSM No.), and e-mail address, duly signed by the authorized officer of the firm. An unsigned bid will be disqualified.
