Title: Invitation to Tender for the Provision of QAQC (Supervision) Services for the Agbami 4C OBN 4D Monitor 3 (M3) Seismic Acquisition Services to Support Deep Water Drilling and Completion Operations

Preamble
Star Deep Water Petroleum Limited (SDWPL) invites interested and prequalified companies for this tender opportunity for Provision of QAQC (Supervision) Services for the Agbami 4C OBN 4D Monitor 3 (M3) Seismic Acquisition Services for 2021 - 2023 Drilling and Completion Program to support Deep Water Drilling and Completion Operations. The contract is proposed to span a period of two (2) years with a possible optional term of one (1) year duration.

Scope of Work
Interested Applicants must be able to provide the following as required for Provision of QAQC (Supervision) and Navigation QC Services for the Agbami 4C OBN 4D Monitor 3 (M3):
  • 1 x experienced seismic supervision and QC
  • 1 x navigation consultants
Supervision of the ocean bottom Node 4D seismic data acquisition work in the Agbami field area as defined in the below detailed scope of work:
  • To provide seismic 24/7 on board (offshore) supervision services during the acquisition of Agbami OBN 4D Seismic data acquisition in 1Q-2Q 2022 with an estimated duration of 40-70 days.
  • To provide navigation and positioning supervision services 24/7 on board (offshore) during the acquisition of Agbami OB 4D Seismic data acquisition in 1Q-2Q 2022 with an estimated duration of 40-70 days.
  • To ensure OBN survey operations are carried out in safe, controlled and secured manner.
  • To ensure that seismic contractor operates under the work standards (Seismic and Navigation) as specified in the seismic acquisition contract.
  • To monitor and review recording operations and ensure instrument performance does not degrade data quality.
  • To ensure that seismic contractor adheres strictly to SIMIOPs plan, PTW processes, safety environmental guidelines during the period of the survey.
  • To maintain constant communication and keep company informed about any action which may impede the seismic survey process, increase costs or degrade seismic data integrity or constitute safety and security hazard through daily, weekly and monthly reporting.
N/B: The Area of Operations is located in parts of OML 127/128 (Agbami Unit) and such other areas as may be agreed between both parties in writing. The Agbami field is approximately 100km offshore Nigeria. The water depth varies between 1200m and 1800m.

All successfully pre-qualified bidders in this category by the bid close date will receive Invitation to submit Technical and Commercial Tender(ITT).

  • If you are not listed in the product service category you are registered with DPR to do business, contact NipeX office at 10, Bayo Kuku Road, lkoyi Lagos with your DPR certificate as evidence for verification and necessary update.
  • To initiate and complete the NJQS pre-qualification process, access www.nipex-ng.com click on services tab followed by NJQS registration.
  • To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.

Only bidders who are pre-qualified and "live"' with NJQS Product/Category 3.02.01 (Quality Assurance QA/QC Consultancy) as at the stated advert closing date shall be invited to submit technical and commercial bid.

Nigerian Content
  • Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
  • Detailed description of the location of in-country committed facilities & infrastructure (Technical/Administrative offices) in Nigeria to support this contract.
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill
  • development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • Submit Tenderer’s corporate organizational and project/contract specific organogram. CV’s of all personnel (seismic acquisition personnel as stated in the scope of work) listed in the project organogram should be submitted. For any position to be occupied by expatriate, tenderer shall provide evidence to obtain expatriate quota approval granted by NCDMB before any expatriate is deployed to execute this work scope”.
  • Provide evidence of firm commitment by all bidders on the deployment of Nigerian specialized vessel and Owned logistic vessels by undertaking to comply with the marine vessel categorization guidelines and the extant provisions for first considerations to be given to the utilization of Nigerian-owned vessels by ensuring that all support vessels i.e. DSV, security, chase, supply vessels/PSVs and any other logistic vessels required during the offshore survey campaign shall be deployed giving first considerations to Nigerian-owned vessels and exclusive considerations to hire these vessels from vendors categorized A and AA on the marine vessel categorization latest publications by NCDMB.
Additional Information
  • Intending bidders eligible for this tender opportunity are expected to be prequalified in NJQS under the above product/service categories.
  • The ITT and any further progression of this tender shall be via NipeX.
  • All costs incurred by interested bidders in preparing and processing NJQS pre-qualification shall be solely for the interested bidders’ accounts.
  • This advertisement shall neither be construed as any form of commitment on the part of CNL to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from CNL and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
  • The tendering process shall be the NNPC contracting process requiring prequalified companies to submit technical and commercial tenders first. Following a technical review, only technically and financially qualified bidders will have their commercial tenders opened.
  • CNL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
