Preamble
In compliance with the Public Procurement Act 2007, the Federal College of Education (Technical) Akoka, Lagos State hereby invites interested, competent, reputable and qualified companies with history of timely delivery of projects and supplies to submit their BIDS for the underlisted Projects.

Scope of Work

  • LOT 3 / Procurement of ICT Components / TETFUND
  • LOT 4 / Procurement of Library Furniture / TETFUND 
  • LOT 5 / Perimeter Fencing along Canal / CAPITAL 
  • LOT 6 / Renovation of Four Floor Three-Storey Academic Block Building / CAPITAL 
  • LOT 7 / Procurement and Installation of Solar Street Lights / CAPITAL 
  • LOT 8 / Renovation of Wing A and B Independence Hall / CAPITAL 
  • LOT 9 / Renovation of School of Science Complex / CAPITAL
N/B: The scope of works and the specifications are as contained in the Standard Bidding Documents (SBD) to be issued to bidders in respect of each project.

Eligibility Requirements
Interested Companies Firms are required to submit the following documents: 
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7.
  • Evidence of Company Income's Tax Clearance Certificate for the last three (3) years (2018, 2019 2020) valid til 31st December, 2021 with minimum annual turnover (as specified in the Standard Bidding Document for each lot. 
  • Evidence of Pension Clearance Certificate valid 31st December 2021 (this reglement is only applicable to bidders whose number of staff is 15 and above. 
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50 and above).
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid 31st December, 2021.
  • Evidence of Registration on the National Database of Federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
  • Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including Letters of Awards Valuation Certificates Job Completion Certificates and Photographs of projects.
  • Company's Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of relevant Academic Professionals qualifications Practicing License.
  • Evidence of Certification by National information Technology Development Agency (NITDA), where relevant Evidence of membership of relevant Professional bodies Letter from Original Equipment Manufacturer (OEM) is required.
  • Sworn affidavit disclosing the following:
    • That the company is not in recover-ship insolvent or bankrupt.
    • That the company does not have any Director who has been convicted in any court in Nigeria or any other country for criminal offence in relation to fraudulent financial impropriety.
    • That none of the officer of the relevant committees of Federal College of Education Technical Akoka or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
    • That no Director of the Company has been convicted of procurement fraud in any country.
  • Company's Audited Accounts for the last three (3)years. (2018,2019.8 2020).
  • Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
  • Works: List of Plants Equipment with proof of Ownership Lease.
  • Lot 3: Evidence of current registration accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA):
  • For Joint Venture Partnership. Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance, Pension Compliance Certificate ITF Compliance Certificate NSITF Compliance Certificate RR &Sworn Affidavit compulsory for each JV partner.
  • All documents for submission must be transmitted with a Covering Forwarding letter under the Company Firm's Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

12.00 noon Monday, 22 November, 2021.

Collection of Tender Documents
Interested Bidders are to collect Standard Bidding Documents (SBD) from the Procurement Unit, Federal College of Education Technical). Akoka, Lagos State, after payment of non-refundable tender fee of N10.000,00 into the account of Federal College of Education Technical). Akoka, Lagos State via REMITA (www.remita.net) and obtaining receipt at the Bursary Department.

Opening of Technical Bid
Only the Technical bids wil be opened immediately after the deadline for submission at 12:00 Noon, Monday, 22 November 2021, in the College Academic Board hall while the Financial documents will be kept un-opened.

Please ensure that you sign the Bid Collection and Submission Register respectively in the Procurement Office, as the Federal College of Education Technical), Akoka-Lagos will not be held liable for misplaced or wrongly submitted bids.

Submission of Tender Documents
Bidders are to submit bid for each of the Lot desired, two (2) hard copies and one (1) copy each of the Technical and financial bid with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid or Financial Bid". Thereafter, put the two sealed Envelopes together clearly marked with the name of the project and Lot number  in a bigger envelope addressed to the:

Lagos State.

Furthermore, the reverse of each sealed envelope should bear the name and address of the Company and should be deposited in the Tender Box at the Procurement Unit.

General Information
  • Bids must be in English Language and signed by an official authorised by the bidder. 
  • All submitted documents may be referred to relevant agencies bodies for verification.
  • All documents Information required must be paginated, submitted in the Sequential order as listed above.
  • Bidders who fail to strictly adhere to the instructions in the advertisement will be disqualified 
  • All cost will be borne by the bidders.
  • Bids submitted after the deadline for submission would be returned un-opened.
  • Bidders should not bid for more two (2) Lots.
  • This advertisement shall not be construed as a commitment on the part of the establishment or entitled a bidder to make any claim and or seek any indemnity from the Federal College of Education Technical Akoka by virtue of such bidder having responded to the advertisement.
  • Presence of bidders representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening wil be covered by video recording link will be sent to bidder(s) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of An Corruption/Transparency. 
  • Bid documents can also be collected in soft copies and Bidders can submit through Post Courier Services: Only pre qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening. While the financial bids of unsuccessful bidders will be returned un-opened.
