Shell Petroleum Development Company (SPDC) invites interested and pre-qualified companies to indicate interest by submitting tender documents for the following works:




Shell Petroleum Development Company (SPDC) is the largest fossil fuel company in Nigeria, which operates over 6,000 kilometres (3,700 mi) of pipelines and flow-lines, 87 flow-stations, 8 natural gas plants and more than 1,000 producing wells. 

SPDC's role in the Shell Nigeria family is typically confined to the physical production and extraction of petroleum. It is an operator of the joint venture, which composed of Nigerian National Petroleum Corporation (55%), Shell (30%), Total S.A. (10%) and Eni (5%). Until relatively recently. It operated largely onshore on dry land or in the mangrove swamp.

Title: Invitation to Tender for the Provision of Field Support Vessels

Preamble
The Shell Petroleum Development Company (SPDC) as Operator of the NNPC/Shell/Elf/Agip Joint Venture hereby announces to interested and prequalified companies, an upcoming tendering opportunity for the Provision of Field Operations Vessels. The proposed contract will provisionally commence in Q2, 2022 and remain active for a duration of three years, with an option to extend by a further two years. 

Scope of Work
SPDC Provision of FSV - East & West Location:
The scope of work includes but not limited to the following:
  • Provision of Field Support Vessel:
    • Provision of Field Support Vessel (AHTS with 85 tons minimum bollard pull) on EA for 24-hour operations (steady state). Minimum vessel specification is attached
  • Provision of the following other Vessels on call-off basis:
    • Anchor Handling Tug Supply Vessel
    • Platform Supply Vessel (PSV)
    • Fast Support Intervention Vessel (FSIV)
    • Personnel Carrier
    • Diving Support Vessel (DSV)
    • Accommodation Vessel (Flotel) with W2W Capability
  • Provision of marine personnel for specialized services on call-off basis (e.g. Marine Client’s Rep, towing master etc)
  • Offshore Marine Specialized Services on call-off basis (Autonomous Underwater Vehicle (AUV), lifting operations, etc).
SNEPCo Provision of FSV - Bonga:
The scope of work includes but not limited to the following:
  • Provision of Field Support Vessel:
    • Provision of Field Support Vessel (AHTS with 85 tons minimum bollard pull) on EA for 24-hour operations (steady state). Minimum vessel specification is attached
  • Provision of the following other Vessels on call-off basis:
    • Anchor Handling Tug Supply Vessel

Mandatory Requirements
  • To be eligible for this tender exercise, interested contractors are required to be pre-qualified and Live in the NIPEX Product Code 3.08.01 Tugs / ROV Support / Diving Support Vessels and 3.08.04 Accommodation Platforms / Vessels in NipeX Joint (Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
  • To determine if you are pre-qualified and can view the product/service category you are listed for, open http://vendors.nipex-ng.com and access NJQS with your login details. Click on the Products/Services Status tab to view your status and product codes. 
  • If you are not listed in a product/service category and you are registered with DPR to do business, contact NipeX office at 8, Bayo Kuku Street, Ikoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
  • To initiate the NJQS pre-qualification process, access www.nipex-ng.com click on services tab followed by NJQS registration.
  • To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system. Also for this tender exercise, interested contractors should also be registered on the NCDMB NOGIC JQS in the relevant product category'.
Nigerian Content Requirements




Tenderers are to note that they will be requested during the technical tender to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Development (NOGICD) Act, 2010 as non-compliance will constitute a FATAL FLAW in all tender evaluations. In line with the above, Tenderers will be required to ensure that information on the following, among others, is included in their technical submission:
  • Demonstrate that the entity is a Nigerian Registered Company. Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC Forms CO2 and CO7 and Provide evidence that the Company is register in the NOGIC JQS Portal
  • Bidders shall be vendors categorized as AA/AAA in the NCDMB Marine Vessel Categorization report. First consideration shall be granted to each Category A/AA vendor to provide the specific owned marine asset from the pool of marine vessels to be engaged during the project (i.e., FSV, AHTS, PSV, FSIV, DSV, Accommodation vessel etc.)
  • Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
  • Location of in-country facilities (Admin office and maintenance facilities).
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

Submission of Documents
Only Tenderers who are pre-qualified in the 3.08.01 Tugs / ROV Support / Diving Support Vessels and 3.08.04 Accommodation Platforms / Vessels as at the above stated closing date shall be invited to submit technical bids. 

Additional Information
  • All cost incurred in preparing, registering and prequalifying for this and other product/service categories shall be borne solely by suppliers
  • Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up-to-date in their company profile in the NJQS database.
  • The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
  • SPDC will communicate only with authorized/responsible personnel of prequalified companies and NOT through unauthorized individuals or agents.
  • This advertisement of “Invitation to tender” shall neither be construed to be a commitment on the part of NNPC/SPDC to award any form of contract to any company and/or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from NNPC/SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
  • NNPC/SPDC reserves the right to take final decision on any of the documents received in the pre-qualification/Technical package.
