Malaria Consortium invites interested and reputable service providers to indicate interest by submitting RFP documents to tender for the following works:




Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. 

Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning.

Title: Request for Proposal (RFP) for Online Learning for Employees Based Globally in all it's Offices

Preamble
It is the intent of this RFP to secure competitive proposals to select a provider for online learning for employees based globally in all its offices. 

Technical Requirements
  • The areas of management development to focus on are: 
    • Goal-setting & planning; empowering team members to complete work objectives on time and coordinate activities
    • Understand ways of motivating and coaching team members; dealing with under‐performance and providing constructive effective feedback and being open to hear feedback; managing conflict, creating an empowering and motivating work environment. 
    • Building self-awareness and personal productivity (incl. time management)
    • Increasing influence & communication skills
    • Problem-solving skills
    • Self-management & stress management
    • Understanding organisational culture & values and their role in creating and nurturing it
  • Audience and numbers. Malaria Consortium has 550 employees based in 11 offices across Africa and Asia. The audience taking part in this training will be senior level managers in the country programmes, those with a reporting line to the Country Director. Depending on the Country context this may also include those managing larger projects who do not report directly to CDs but are manging large teams or CDs of smaller country programmes. 
  • This group of managers have not had opportunities in the past to grow in their management role but are aspiring to do more and to grow skills in this area. It is important for them to have a common understanding of what it means to be an effective manager in MC and have the confidence to know how to fulfil the expectations of this role. It is expected that between 25 – 30 managers will be attending. 
  • Country Directors and line managers of those attending will be involved in the programme by supporting the: selection process, identification of individual areas of focus and provision of feedback.
  • Most employees will have access to internet however in some countries the internet connectivity is unstable and/or very slow. Therefore a combination of learning approaches will be beneficial. 
  • The proposal should include your approach to evaluating the programme on behalf of MC and any in- house evaluation can be performed. 
  • The training material must be able to be hosted on Malaria Consortiums learning management system, Totara. Alternative hosting will be considered, but may be seen as a disadvantage in the selection process.
Payment Terms
  • Malaria Consortium will make payment 30 days after presentation of certificate of completion note and invoice.
  • All payments shall be made in either USD or GBP by bank transfer within 30 days of receipt of valid documentation
  • The evaluation criteria as outlined in section E of the document will be used to evaluate bids.
RFP Evaluation Criteria  
For the proposal to be considered technically compliant, the proposer must achieve a minimum score of 50%. Proposals, which do not meet the minimum score will be given no further consideration. In addition, clarity and completeness of presentation will be considered during the evaluation:

  • Approach to evaluating the programme rollout against expected outputs 
  • Cultural appropriateness and suitability of the content for a global audience
  • Adaptability of the content to MC’s organisational context

Submission of Documents
Bids must be submitted in a softcopy to: tenders@malariaconsortium.org and copy in: a.camozzi@malariaconsortium.org with the following reference in the subject "MC-UK-0021-elearning".

Note
The submitted proposal shall include the following information. Failure to supply all requested information or comply with the specified formats will disqualify the bidder from consideration: 
  • Signature to confirm compliance with Malaria Consortium's Policies (section F).
  • Copy of business registration documents in the country of incorporation 
  • Acceptance of the proposed payment terms
  • A technical proposal that includes:
    • Range and depth of company experience
    • At least three relevant client references for similar contracts
    • Approach to design and development of a solution responding to the areas of learning identified in the Technical requirements (point 13)
    • Overall proposed methodology or approach to delivering the solution
    • Approach to evaluating the programme rollout against expected outputs
    • Cultural appropriateness and suitability of the content for a global audience
    • Adaptability of the content to MC’s organisational context.
Additional Information




  • Malaria Consortium shall notify the winning bidders in writing. Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor.
  • Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid deemed to be in the best interest of Malaria Consortium, and is not bound to accept the lowest priced bid submitted.
  • Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its best interest. 
  • The award criteria shall be based on the proposals overall response and “value for money” while taking into consideration donor and internal requirements and regulations.  The award will be determined by a committee of Malaria Consortium employees.
  • The successful vendor shall receive a contract for the development and delivery of the management development course.
  • The language for communications and required documents is English.
