Clinton Health Access Initiative (CHAI) invites interested and capable organizations to tender RFP documents for the following works:




The Clinton Health Access Initiative (CHAI) was established in 2002 to increase access to care and treatment for people living with HIV/AIDS and to strengthen health systems in resource poor countries. Over the past few years, CHAI has expanded the scope of our work to include access to high-quality treatment for malaria, new vaccines, and essential treatments for common childhood illnesses such as diarrhea and pneumonia, reproductive, maternal and neonatal health. 

CHAI has also increasingly supported governments to build the capacity required for high-quality health care and treatment programs. Currently, CHAI partners with governments in more than 25 countries while more than 70 countries directly benefit from the low-priced drugs and diagnostic test agreements that CHAI has negotiated.

Title: Request for Proposal (RFP) for a Prospective and Retrospective Study of Lessons from the Implementation of Integrated Campaigns in Nigeria - A Case Study of 10 States in Nigeria (Borno,Yobe, Sokoto, Kano,Kaduna, Bauchi, Gombe, Nasarawa, Niger, Lagos)

Preamble
The Clinton Health Access Initiative (CHAI) invites interested and capable organizations to submit proposals for the implementation of a prospective and retrospective study of lessons from the implementation of integrated campaigns in Nigeria. 

Project Goals
The purpose of this Case Study is to identify and document lessons learnt from the collaborative planning and implementation approach for integrated health campaigns. The goal is to improve health campaign effectiveness and share promising practices in collaborative planning transferable to other health interventions and PHCs.
 
The main objective of this assessment is to identify and document lessons and methods of collaborative campaign planning from the implementation of integrated vaccinations campaigns across the 10 states in Nigeria. The findings will guide and foster communication and collaboration across different health campaign domains, country leaders, global actors, donors and implementing groups in the global community. 




 
Specific objectives of this assessment are: 
  • To document the integrated health campaign process from pre-implementation to post implementation across 10 states in Nigeria. 
  • To document the factors that promote and/or limit the effectiveness of integrated health campaigns as well as the interoperability of the end-to-end process of the integrated campaign. 
  • To develop, based on study findings, blueprints, and models transferable from integration of campaigns to the routine immunization program and broader primary health care system to further enhance service delivery.
Scope of Work
CHAI is soliciting proposals from qualified firms who have the knowledge and capacity to carry out either of the prospective or the retrospective study across the 10 states. Each Bidder may bid for either of the prospective or retrospective study but not both. 
 
The scope of work for each study is 3 phased and this RFP covers all phases:
  • Phase 1: Desk review of pre-campaign documents - All documentations of pre-planning and pre-implementation campaign processes at the National level and case study states will be reviewed. 
  • Phase 2: Key Informant Interview – A total of 13 KII will be conducted per study. Two per each selected state (HCWs and EPI Manager), three partners organization representative and 3 members of the Non-Polio SIA TWG.
  • Phase 3: Focus Group Discussion – A total of 26 FDGs will be conducted (5 per state for HCWs (2), Caregivers (2) and EPI Managers (1)), and 1 at national level with a minimum of 4 persons in each Focus Group Discussion per study.
Firm Deliverables
During Phase I, the firm will be responsible for:  




  • Identifying the Pre-campaign documents used by the government and conducting analysis of standalone versus integrated campaign documents.  In your RFP, please describe these documents and how the analysis will be conducted. 
  • Provide recommendation for improvement of the pre-campaign documents based on desk review 
During Phase 2, the firm will be responsible for:  
  • Conducting one on one in-depth interviews with EPI health care workers within the selected state and health facility to understand and document:
    • The integrated health campaign process from pre-implementation to post implementation across 10 states in Nigeria. 
    • The factors that promote and/or limit the effectiveness of integrated health campaigns as well as the interoperability of the end-to-end process of the integrated campaign. 
    • Transcribe verbatim the interviews 
    • Categories the Transcribed interviews into Codes
    • Create Themes from the coded interviews and document the narrative in each section. 
During Phase 3, the firm will be responsible for:  
  • Conducting focus group discussions with Caregivers, EPI health care workers within the selected state and health facility to understand and document:
    • The integrated health campaign process from pre-implementation to post implementation across 10 states in Nigeria. 
    • The factors that promote and/or limit the effectiveness of integrated health campaigns as well as the interoperability of the end-to-end process of the integrated campaign. 
    • Transcribe verbatim the Discussions
    • Categories the Transcribed interviews into Codes
    • Create Themes from the coded interviews and document the narrative in each section.

Additional Information
The following considerations should be considered:




  • Failure to furnish all information required by the RFP or submission of a bid not responsive to the RFP in every respect will be at the bidder’s risk and may result in rejection or disqualification of the bid.
  • CHAI shall have the right to seek any additional information or document from the bidder in the manner it deems fit in its sole and absolute discretion.
  • The bid prepared by the bidder, as well as all correspondence and documents relating to the bid exchanged by the bidder and CHAI shall be written in English language only. However, in case bidder chooses to enclose certain supporting document(s) in any language other than English, then bidder shall also enclose certified / authentic translated copies of the same in English language. Any document which is not translated into English will not be considered and the bid shall be considered incomplete and therefore, liable for disqualification. For interpretation and evaluation of the bids, the English language translation shall prevail.
  • All prices quoted in the bid shall be quoted in Naira (NGN)
  • Any interlineations, insertion, erasures, or overwriting shall be valid only if the person or persons signing the bid have authenticated the same with their respective signature alongside such interlineations, insertion, erasures or overwriting
  • In the event of any discrepancy between the original and the copies, the bid shall be disqualified.
  • CHAI will examine the bids to determine whether these are complete, whether these meet all the conditions of the RFP and whether the documents have been properly signed and the bids are generally in order. If there is a discrepancy between words and figures, the amount in figures may be used as the prevailing amount.
