The United Nations Development Programme (UNDP) invites interested, qualified and capable organizations/institutions to tender RFP documents for the following works:

Title: Request for Proposal (RFP) - Nigeria Jubilee Fellowship

Preamble
With 19% of Nigeria’s population aged between 15-24, 27% between 25-49 years and the population expected to have doubled by 2050 including more than 50% youth, investing in Nigeria’s youth becomes more urgent than ever. While youth unemployment and underemployment reach 40%, Nigeria produces about 600,000 graduates to the labour market every year. Despite this human capital and technical expertise, the employment and labour markets in public and private sector do not favor young and recent graduates, thereby contributing to rising unemployment out-flux of highly skilled talent as economic migrants in search of greener pastures.
 
In response to this complex development challenge, the Federal Government of Nigeria – under the oversight of Office of the Vice President with support from UNDP has established the Nigeria Jubilee Fellows Programme (NJFP) as a platform for providing outstanding young Nigerians with practical ‘on-the-job’ skills and leadership competences through a twelve-month fully paid placement opportunity. 

Eligibility/Qualification Criteria
The firm, organisation or institution submitting applications will need to demonstrate the following key qualities:




  • Minimum of 10 years of organisational experience and expertise in the field of human capital development and planning, youth development and empowerment, collaborative leadership.
  • Demonstratable experience in the management of youth fellowship and leadership development programmes.
  • Experience in designing and implementing leadership development, mentoring, and coaching programmes targeting young people in the private and public sector. 
  • Demonstratable experience in designing and implementing standard operating procedures for such fellowship programmes; monitoring and evaluation systems for measuring impact; selection criteria for effective targeting and financial management systems for efficiency and accountability.
  • Demonstrated experience in designing technology-based fellowship enrollment processes; membership / alumni databases, communication, and public outreach systems.
  • Strong experience in resource mobilization from private and public sector entities. 
  • Excellent coordination, organization, and planning skills, with the ability to work under pressure.
  • Core team with expertise, necessary experience and qualifications to deliver on the above.
Application Process
The firm that meets the above minimum requirements, will submit the following key documents of the application is to be considered: 
  • Technical Proposal outlining how the firm will undertake this assignment (as per section II of this ToR);
  • Profiles of the core policy and technical team that will lead the design and implementation of key components.
  • Organizational Documentation with profile on core mandate and relevant business niche (and client base)
  • Audited financial statements for the past two years, including management report and footnotes that accompany the financial statements.
  • CAC Registration Certificate
  • Names and designation of board members 
  • Reference letter from previous clients (if collaboration has been explored with a UN agency or development partner)
  • Financial proposal (budget) within the fixed budget
N/B: Only one submission per organization is allowed. Once the application is complete and submitted, revised versions of proposal documents will not be accepted.

Selection Process
UNDP will review proposals through a five-step process:
  • Determination of eligibility; 
  • Technical review of eligible proposals; 
  • Scoring and ranking of the eligible proposals based on the assessment criteria outlined in the previous section to identify highest ranking proposal;
  • Round of clarification (if necessary) with the highest scored proposal; 
  • Value for money; and
  • Responsible Party Agreement (RPA) signature
