The Nigerian Institute of Animal Science (NIAS) invites competent and interested consultancy firm(s)/contractors to tender EOI documents for the following works:




The Nigerian Institute of Animal Science (NIAS) was established by the National Assembly Act No. 26 of 2007 under the Federal Ministry of Agriculture and Rural Development as a regulatory agency for Animal Science practice with powers to regulate all matters pertaining to Animal husbandry in Nigeria.

Preamble
The Nigerian Institute of Animal Science (NIAS) is desirous to engage the services of Consultancy Firms for the execution of its Zonal Intervention Projects under the 2021 Fiscal Year. In the light of the forgoing, the Institute hereby invites reputable, competent and interested Contractors and Consultants to tender for the execution of these projects:

Project Description
Consultancy Services:
  • Lot 1: Entrepreneurial Training of selected Youths in Piggery and Grass-cutter Farming in Owan Federal Constituency.
Eligibility Requirements
Interested firms must submit two (2) bound Eol documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder: 
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC)  including Forms CAC2 and CAC7, or Business Name where applicable.
  • Evidence of Firm's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021(this requirement is only applicable to bidders whose number of staff is 15 and above).
  • Evidence of industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N5om and above).
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021.
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP. 
  • Evidence of current Firm's Registration with Centre for Management Development;
  • Sworn Affidavit disclosing whether or not any Officer of the relevant committees of the Nigeria Institute of Animal Science or the Bureau of Public Procurement is a formal or present Director, Shareholder or has any pecuniary interest in the Bidder or to confirm that all information presented in its bid are true and correct in all particulars. 
  • Company's Audited Accounts for the last three (3)years-2018,2019,2020. 
  • Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed. 
  • Company resume, including profile of at least Three (3) key Technical staff with the required skills/experience to be deployed for the execution of projects. They must be Registered Animal Scientists,(RAS), with current Annual Practicing License (APL).
  • Verification documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Job Completion Certificates and Photographs of the projects. 
  • All documents for submission must be transmitted with Covering/Forwarding Letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number(RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No) and Email Address.
  • The Letterhead Paper must bear the Names and Nationalities of Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.

Opening of Documents
The submitted EOI will be opened immediately after the deadline for submission at 12:00 noon on Monday, November 8, 2021 at the Board Room, Nigerian Institute of Animal Science Headquarters Plot 1882, Cadastral Zone C13, Okanje District, Kabusa, Abuja.

Interested firms are to submit two bounds of Expression of Interest document separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope clearly marked with the name of project and lot number and addressed to the:

General Information
  • All Consultants should bear all costs associated with the preparation and submission of tender; the Institute shall not be responsible or liable for those costs, regardless of the conduct or outcome of the tendering process.
  • Any Consultant or Company who fails to submit the required documents will not be considered and also bid documents submitted after the submission date/time will be return un-opened.
  • The tender as well as all correspondence and documents relating to the tender shall be written in English. 
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency.
  • Bidders can submit through Post(Courier Services).
  • Only shortlisted firms will be contacted at a later date for collection of Request for Proposals.
  • The NIAS is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
