Invitation for Pre-Qualification of Civil Engineering Contractors for the Construction of Drainage Structures and Roads in Edo State

Edo State Government is desirous of undertaking construction of flood and erosion control structures and roads in the State. In pursuant of this, the State Government is inviting interested, reputable and competent Companies for pre-qualification to tender for the works as listed below:

2.) Eligibility Requirements

To qualify for consideration, interested Companies are requested to submit pre-qualification documents as follows:

(a) Evidence of incorporation or registration as a construction Company in Nigeria.

(b) Evidence of registration with Edo State Ministry of Works, stating category.

(d). Annual turnover in Civil Engineering ConstructIon acivitIes in the last three (3) years.

(e) Evidence of experience as a major contractorin the construction of project of similar nature and complexity comparable to the work within the last three (3) years.

(f) Evidence of equipment owned or leased, indicating registration numbers, chasis numbersand location where they can be inspected.

(g) Liquid asset and/or evidence of access to credit to credit, stating amount.

(h) Submission of Company Profile detailing main line of business, number of years involved.

(i) Company asset and liabilities.

(j) Joint ventures arrangements (if any) and the distribution of responsibilities between partners.

(k) List of all on-going contracts indicating the clients and value of outstanding works.

(I) Proposal and programme for executing the works including list of technical and management staff.

(m) Proposed site organization showing the responsibilities and delegation of authority.

(n) Quality plan for execution of works.

(o) Submission of reference from reputable banks.

(p) Letter of introduction from the Ambassador/High Commissioner, confirming the eligibility of registrable foreign contracting firms wishing to pre-qualify.

3. All information submitted must be project specific and for use on each specific project.

(a) Bidder must treat each project separately. There is no restriction on the number of projects for which each Contractor can submit bids.

(b) Completed pre-qualification documents must be signed, sealed and clearly marked ‘prequalification for the constructionlrehabilitation of the particular projects’ should be delivered on/or before the expiration of two (2) weeks from the date of publication to:

(c) Successfully pre-qualified Contractors will subsequently be invited to submit their bids in sealed envelopes, which must be delivered on/or before the expiration of two (2) weeks from the date of receipt of the invitation to tender to:

NOTE:

(I) That this is not an invitation to tender.

(ii) That notwithstanding the submission for pre-qualification of the pre- qualification documents, Edo State Government is neither committed nor obliged to include any Company on any bid ljst.

(iii) That only qualified Companies shall be short-listed and invited to competitive tender bidding for the project. No correspondence shall be entered into with unsuccessful Companies.

(iv) That Edo State Government reserves the right to verify any claim by the companies. Companies should therefore include in their submission necessary authority and guarantee for such verification.

(v) Pre-qualified Companies will be required to pay a non-refundable tender fee of N250,000.00 (Two Hundred and Fifty Thousand Naira) only for each project in bank draft to obtain the full tender documents for the project.
