Title: Request for Proposal (RFP) - Consultancy to Support Ministries, Departments and Agencies (MDAs) Acceleration and Roll Out of Initial Interventions Under the Ag-Industrialization Cluster and Malawi's Food System Transformation Sub Cluster

Preamble
Founded in 2006, the Alliance for a Green Revolution in Africa (AGRA), is an African-led African-based organization that seeks to catalyse Agriculture Transformation in Africa. AGRA is focused on putting smallholder farmers at the centre of the continent’s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. As the sector that employs the majority of Africa’s people, nearly all of them small-scale farmers, AGRA recognizes that developing smallholder agriculture into a productive, efficient, and sustainable system is essential to ensuring food security, lifting millions out of poverty, and driving equitable growth across the continent.

AGRA plans to hire a high caliber consultant with a combined experience of supporting renewable energy for irrigation, climate change and resilience, government policy and strategy development for agriculture and inter-related cross-ministerial initiatives. The consultant will also support MDAs to conduct due diligence and initial consultancies co-ordinate with PDU’s Food System Transformation Sub-cluster Head under PDU’s Agro-industrialization cluster; to escalate the momentum towards delivery of the priority interventions. 

Objective of the Consultancy
The objective of the assignment is to coordinate the above work as backstopping support to the Country Manager in supporting the MDAs to strategize and agree on priority interventions, develop strategies, concepts and proposals for funding with M&E and accountability frameworks to be achieved in short, medium to long term to support SDGs and sustainable healthy diets for all Malawians by 2030.

Scope of Work
The consultant will provide back stopping support to the Country Manager around close coordination of the planned consultancies and initial due diligence activities below. AGRA will work with the PDU’s Food Systems Sub-Cluster head/Advisor to support and advise the PDU as well as MDAs.

The planned activities are as follows:




  • Support the Food Systems Transformation (FST) Sub-Cluster Head/Advisor to engage with PDU on accelerator labs to identify quick wins to be supported and budgeting for quick win intervention.
  • Broader stakeholder engagements with MDAs, Private Sector and key players picking up from priority Government interventions and low hanging fruits coming out of the Food Systems Dialogue process and agreed Pathways (Agro-Energy and Irrigation, Institutional Procurement and School Feeding, Fisheries and Aquaculture) to further agree on priority policy and program bundles to be implemented.
  • Conduct a cost benefit analysis to further prioritize 2-3 Food System Challenges and Game changer solutions to be implemented.
  • To support PDU FST Sub-cluster Head/Advisor do an environmental scan on Institutional procurement's around school feeding and to develop a roadmap of the action to be taken, list of players and each of their respective roles to be played, resources, budgets etc.
Qualifications and Experience
  • MSc in Irrigation or Water Engineering; Those with PhD qualification in relevant field will have an added advantage.
  • Extensive experience in irrigation development including a climate-resilience perspective
  • Practical experience of supporting appropriate and renewable technologies such as solar pumping for energy and water-saving technologies. 
  • Experience with development of policies and strategic documents for government departments including Annual Performance Plans (APPs) for government agencies. 
  • Experience in facilitating engagements with government and donor agencies at various levels.
  • Exposure of supporting agriculture related work at the Africa regional level.
