Title: Request for Proposal for Individual Consulting Services - Engagement of Consultants for Drug Management System and Financial Management System in 12 States
Preamble
The National Agency for the Control of AIDS (NACA) invites proposals for consulting services for the following assignment: Consultants for Drug Management system and Financial Management for Drug Revolving fund in 12 states.
The purpose of this assignment is to strengthen the existing state DRF/DMA in line with the national SMSS guidelines and capacitate state DRF managers to use recommended state-prescribed guidelines to handle health commodities and manage their DRF and monitor.
Scope of Work
Drug Management System Consultant:
- Support state to conduct a situation analysis of the state health supply system
- Support states with reliable supply of low-cost and effective essential medicine, locally appropriate fee schedules
- Provide technical support to states to conduct quantification, procurement, warehousing and distribution of PHP and EM
- Support states with determination of exemption policies
- Support states through advocacy to deploy required human resource,
- Support states with appropriate training and capacity building of the state DRF/DMA technical team
- Support states with use of appropriate devices and technology
- Develop full-scale project plans and associated communications documents, and review of high-level deliverables.
- Develop and maximize social marketing strategies based on M&E findings
- Detect inadequacies in the state health supply system and recommend corrective actions.
- Assist monitoring and evaluation team in qualitative and quantitative surveys
- Consult technical team to identify and reach targeted health facilities
- Approach donor agencies and international NGOs as part of business development.
- Support states to put systems in place that will ensure compliance to standards in managing health commodities (distribution, stock management, equipment, premises).
- Any other duty that may be assigned by the National Coordinator, NPSCMP
Finance Management System Consultant:
- Evaluate the DRF operation in the state and identify gaps, weaknesses and strength
- Assess the DRF structure and operations with emphasis on the financial system
- Design a financial system for the DRF operation that will promote sustainable financing for health care services
- Support the states for continued or increasing levels of government funding for health
- Develop a business model for financing and financial management
- Provide business like orientation to personnel
- Institute an efficient and audit wise financial management (effective and transparent fund management) and supply management
- Support the states to ensure strict measures for accountability are in place
- Support to states through advocacy to deploy the required human resource and build capacity for financial management.
- Number of Consultants Required:
- One Drug System consultant in each state (Kano, Yobe, Adamawa, Nassarawa, Plateau, Imo, Edo, Delta, Akwa-Ibom, Ondo, Ekiti and Lagos (State CMS and FCMS) and One financial Consultant supporting the 12 states.
Required Qualification / Experience
Drug management system consultant:
The prospective candidate for this assignment shall possess the required minimum education:
- A minimum of university degree in Pharmacy B. Pham, Pharm D.
- A masters’ degree in clinical pharmacy, Public Health, Health Economics or Supply chain Management will be an advantage
Required Minimum Experience:
- A minimum of Ten (10) years cognate experience in public and/or private sector including health organizations is highly desirable
- Significant experience / understanding in establishing DRF schemes or significant experience in operating, managing and evaluating DRF schemes in Nigeria or other sub-saharan African countries
- A minimum of ten (10) years of progressively responsible professional level experience in Health Logistics, Hospital Pharmacy practice, Medication management
- Knowledge of the major issues affecting health products supply chain management and financing in Nigeria
- Good experience in strategic planning, operations management, organizational and change management, policy formulation and development are required
- Experience in working with government partners and other stakeholders in public sector development programs
- In-depth knowledge of Nigeria health system with emphasis on her public health and supply chain systems; Essential Medicines Management, National Drug Policy etc
- Rich background in health economics/pharmacoeconomics
- Sound knowledge of Nigeria drug market and public procurement policy
- Experience in public health coordination, leadership, governance, innovation and rewards
- Competence in Logistics system design
- Experience of working effectively within a matrix management / project management environment
- Experience in the development of national tools and documents
- Experience of working on donor funded projects = Global Fund, PEPFAR etc
- Other skills in IT
Finance Management System Consultant:
The prospective candidate for this assignment shall possess the required minimum education:
- A minimum of a university degree in accounting/accountancy, economics, management or related disciplines
- A masters’ degree in business administration, MBA, Health economics or management will be an advantage
- A national or international certification in finance, accounting and auditing e.g. ACA, CEA will be an added advantage
Required Minimum Experience:
- A minimum of Ten (10) years cognate experience in public and/or private sector including health organizations is highly desirable
- Significant experience / understanding in establishing DRF schemes or significant experience in setting up, operating, managing and evaluating financial system for DRF schemes in Nigeria or other sub-Saharan African countries
- A minimum of ten (10) years of progressively responsible professional level experience in financial analysis, audit, administration and financial management
- Expert knowledge in health economics and financing
- Knowledge of the major issues affecting health products supply chain management and financing in Nigeria
- Good experience in strategic planning, operations management, organizational and change management, policy formulation and development are required
- Rich background in health economics/Pharmacoeconomics
- Sound knowledge of Nigeria drug market and public procurement policy
- Experience in public health financing, coordination, leadership, governance, innovation and rewards
- Experience of working effectively within a matrix management / project management environment
- Experience in the development of national tools and documents
- Experience of working on donor funded projects = Global Fund, PEPFAR etc
- Excellent IT skill

The submission (s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.
Submission of Documents
The detailed Proposal must be in English Language and submitted in three (3) hard copies each (one original & two copies) of the requested documents and proposal. The documents shall then be enclosed and sealed in one (1) single outer envelope, and clearly marked at the topmost right corner "Consultant for Drug Management system and Financial Management for Drug Revolving fund in states" and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope and delivered to:
