The Federal Government of Nigeria has provided funds in the 2021 Appropriation Act to the Nigeria Police Trust Fund for the execution of policies, programs and projects aimed at achieving its mandate.

Eligibility Requirements
Interested and eligible contractors are required to submit two (2) bound documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including Form CAC 1.1 or CAC 2 and CAC7.
  • Evidence of Company’s Tax Clearance Certificate for the last Three (3) years (2018, 2019 and 2020) valid till 31 December, 2021.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15).
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover).
  • Evidence of current Nigeria Social Insurance Trust Fund (NS1TF) Clearance Certificate valid till 31st December, 2021.
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP
  • Sworn Affidavit:
    • Disclosing whether or not any officer of the relevant committees of the Nigerian Police Trust Fund or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are,true and correct in all particulars;
    • That no Company’s Director has been convicted of any offence in the law court;
    • Authorizing NPTF to make enquiries about the information supplied by the Company/bidder.
  • Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project where needed;
  • Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.)
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates Job Completion Certificates and Photographs of the projects.
  • Work List and photographs of Plants/Equipment with proof of Ownership/Lease agreement;
  • Audited Financial Statement of the company for the past 3 years (2018,2019 and 2020) duly signed, and sealed by relevant firm;
  • For ICT jobs: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (N ITDA);
  • Electricity Jobs: Evidence of current License issued by Nigerian Electricity Management Services Agency (NEMSA);
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
  • For Motor Vehicles only companies included in the National Automotive Design and Development Councils approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles; and
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission{CAC), Contact Address, Telephone Number (preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page and duly signed by the authorized officer of the firm.
Application Closing Date
12:00 noon Monday, 6th December, 2021.

Opening of Technical Bids
Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 6th December, 2021. At the NPTF Headquarters, Nigeria Police Finance House Opposite Force Headquarters, Shehu Shagari way, Abuja. Board room, Abuja.

Collection of Tender Documents




Interested companies are to collect the Bid Document from Procurement Department at NPTF Headquarters, Nigeria Police Finance House Opposite Force Headquarters, Shehu Shagari way, Abuja. upon presentation of evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Nigerian Police Trust Fund’s Remita account in any reputable commercial bank in Nigeria.

Submission of Tender Documents
The Bid Documents (Technical) and (Financial), separated by dividers. For each LOT must be submitted and the LOT Number clearly written on each envelope and addressed to:

Note
Each submission should be sealed in an A3 Size Envelope, containing the Technical Bid in an A4 Size Envelope and Financial Bid in an A4 size envelope. The Job LOT number must be clearly written at the top left hand corner of the A4 Size Envelope and the Name of the Company making the submission at the back of the Envelope. The enveloped documents should be deposited in the Tenders Box in the Office of the Director of Procurement, NPTF, Abuja. Please, ensure that you sign the Bid Submission Register, as the NPTF will not be held liable for misplaced or wrongly submitted bids.

Additional Information
  • Late submission shall be returned un-opened.
  • Unsigned bid by the authorized officer of the company Will be rejected. All bidders participating in the Exercise should note that NPTF is not bound to give anyone a contract. The criteria set up will be used strictly for the assessment and determination of the eventual winner.
  • This advertisement shall not be construed as a commitment on the part of NPTF nor shall it entitle responding companies to seek any indemnity from NPTF by virtue of such companies having responded to the advertisement.
  • NPTF reserves the right to reject any submission based on unverifiable information.
  • The award of the contract is subject to availability of funds.
  • A bidder/Company shall not bid for more than one (1) Lot.
  • A company with history of Job abandonment need not apply.
  • Bids must be in English Language and signed by an official authorised by the bidder.
  • Documents shall be verified and violators shall be referred to investigating authorities.
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening online) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services).
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened.
  • The NPTF is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
  • Failure to comply with the above requirements shall automatically result in the disqualification of a bidder.
