Title: Request for Proposals for Provision of Catering and Cleaning Services for Two Guest Houses in Maiduguri

Preamble
UNICEF promotes the rights and wellbeing of every child, in everything we do. Together with our partners, we work in 190 countries and territories to translate that commitment into practical action, focusing special effort on reaching the most vulnerable and excluded children, to the benefit of all children, everywhere.

UNICEF Borno Field Office holds 2 guest houses which accommodate its staff members based in Maiduguri. It is estimated that approximately 28 staff members will be accommodated in those guest houses on a permanent or temporary basis. To adequately operate its guest houses and provide a living environment of quality to its staff members, UNICEF is seeking to establish long term arrangements (LTA) with a qualified and capable service provider for cleaning and catering services.

Scope of Work
Provision of Catering Services and maintain clean and hygienic environment to the UNICEF guest houses in Maiduguri, to ensure the tenants stay in an appropriate leaving environment as per high standards of accommodation and hospitality. The compounds are in Maiduguri in two separate locations and are mainly providing meals and accommodation to UNICEF staff.

The guest houses are mainly comprised of:
  • Guest house 1: one main building of 8 rooms and 2 annexes of 3 rooms each + 3 lounges/sitting rooms + 2 kitchens
  • Guest house 2: one main building of 5 rooms and 3 annexes-villas of 3 rooms each and 2 annexes of 2 rooms each + 5 kitchens.
Description of Task and Deliverables
Cleaning Services for two UNICEF rented Guest Houses:




  • Cleaning of rooms and floor polishing:
    • Cleaning of rooms, sitting rooms and stairways are satisfactory carried out.
    • The room, fixtures and equipment are vacuumed on a regular basis.
    • The bathroom/washroom are effectively cleaned and tidy
    • Exhausted toiletries replaced/replenish as at when due.
    • Daily cleaning of rooms, stairways, and common areas in the guest house.
    • Vacuum the floors and carpets three times a week.
    • Cleaning/dusting and vacuuming of fixtures such as wardrobes, shelves, picture frames, couches, chairs, including desks and desk equipment
    • Cleaning/dusting/vacuuming of window-sides/heaters, doors, glass doors and glass partitions.
    • Floors washed; fixtures cleaned and disinfected daily.
  • Laundry:
    • Replace dirty linens and towels in the room three times a week.
    • Segregate, tag and wash laundries in a professional manner.
    • Iron laundries and properly arrange and deliver to guest rooms.
    • Ensure the washing machines and dryers are in good working condition and report any repair/maintenance work promptly.
  • Washing of Dishes & Kitchen Sinks:
    • The kitchen floor and wares are effectively cleaned daily
    • Clean gas cookers, microwave, blenders, toasters, and other electrical appliances at the kitchen.
    • Cooking utensils are cleaned and neat daily.
    • Plates and cutleries are cleaned and polished regularly.
    • Management of deep freezer and fridges and cleaning.
    • Refilling of dispensers and kitchen paper towels replenished.
    • Cupboards polishing and replacement of kitchen towels
  • Cleaning of Gym and Equipment:
    • Gym floor and equipment are thorough and daily cleaned.
    • Exhausted toiletries e.g. Tissue roll, Sanitizer spray and bottle are replaced/replenished.
  • Waste management:
    • The waste bins are daily emptied into the waste drums.
    • The waste drums are disposed twice weekly to dumpsite/station
Catering Services: Preparation of meals for the guest in the guest house:
  • Provide cooking services 7 days a week to resident staff.
  • Provide meals during conferences and meetings at guesthouse/office.
Desired Qualifications, Specialized Knowledge or Experience
The successful contractor should have the following:
  • Be a registered company complying with all tax/revenue/labour requirements in Nigeria. A Clearance Certificate stating that the contractor has paid all dues Value Added Tax, should be submitted.
  • The company should have presence in Maiduguri or have a proven representation in Maiduguri led by a high-level Manager.
  • The contractor should have at least 3 years proven track record in rendering satisfactory services to high-end premises, or to hotels and guest houses.
  • The contractor’s personnel must have training or experience in similar environment such as hotels/guest houses etc while the manager should have qualifications in hotel management. The contractor’s personnel must not have criminal record or pending court cases.
  • Key Personnel Curriculum Vitae and Certificates must be attached.

N/B: There will be a pre-bid meeting for the service by 12 noon of Tuesday 23rd November 2021.





Conditions
  • The contractor will use its own office resources and materials in the execution of this assignment. The contractor’s fee shall be inclusive of all personnel charges and administrative costs. The contractor shall be responsible for the supply of all cleaning consumables and materials on regular basis upon receipt of valid purchase order from UNICEF. The list of the required cleaning consumables are attached to annex B of this TOR and vendors are required to submit quote for the consumables. The quote would be valid for the entire duration of the LTA.

  • The Contractor’s personnel and staff are not UNICEF personnel, and UNICEF is therefore not responsible for them in any manner. It’s also understood that the Contractor is fully responsible to provide health and death insurance coverage for its personnel and other insurance coverage's as allowed by the Nigeria labour law for any kind of incidents and accidents that might occur as a result of their work or within UNICEF premises.
  • A room or the laundry facility will be arranged in a way to enable the Contractor’s personnel change their clothes, take showers and rest when needed.
  • In the event of theft of UNICEF items or damages to UNICEF properties or guest properties, attributable to the Contractor’s personnel, the Contractor will be responsible and immediately provide financial compensation equivalent to the value of the item/property stolen or damaged. Failure to provide financial compensation immediately could result in the value of the stolen/damaged items/properties being deducted by UNICEF from the Contractor’s outstanding payment / bill.
  • The Contractor and his personnel should comply with all security rules and regulations in force within UNICEF guest houses and premises.
  • UNICEF shall have the right to request the Contractor to change a personnel member if UNICEF finds the performance/work/behavior of such personnel poor or in-acceptable, and the Contractor shall comply immediately and provide a replacement within the 48hours while ensuring that the service rendered to UNICEF does not suffer or diminish in any way.
