Title: Invitation for Pre-Qualifications and Tendering for the Year 2021 Capital Projects

Preamble

Yaba College of Technology in compliance with the Public Procurement Act 2007 hereby invites competent and reputable Contractor for Pre-qualification and subsequent tendering for Year 2021 Capital Projects for Road Network Phase II at Epe Campus.

Scope of Work

Lot 1: Construction of Road Infrastructure for Yaba College of Technology, Epe Campus. (Road A)
Lot 2: Construction of Road Infrastructure for Yaba College of Technology, Epe Campus (Road B)
Lot 3: Construction of Road Infrastructure for Yaba College of Technology, Epe Campus. (Road C)

Pre-Qualification Criteria

The following will pre-qualify Companies to tender:

Proven capability, relevant experience and good track record.
Provision of Company profile and organizational structure, including names, resumes, and telephone numbers of key personnel.
Provision of Verifiable list of previous similar works successfully executed within the past three (3) years with names of dients, evidence of award, project cost and Certificate of practical completion
Evidence of Incorporation of Company by the Corporate Affairs Commission (CAC)
Company Tax Clearance Certificates for the last three (3) years, valid till 31st December, 2020.
VAT Registration and evidence of past VAT remittances.
Experience/Technical qualification of key personnel with copies of certificates
Audited Annual financial report of the company for the last three (3) years, duly certified by the Auditor (i.e. 2018, 2019&2020).
Evidence of financial strength, credit worthiness/Bank reference and readiness to instruct bankers to supply financial information on the company as may be required.
Evidence of community and social responsibility (if any).
Evidence of compliance with the provision of the Pension Reform Act, 2004 Certificate valid till 31st December 2020
Evidence of compliance with Industrial Training Fund (ITF) Amendment Act, 2011 - Certificate valid till 31st December 2020.
Evidence of Registration with the Bureau of Public Procurement (BPP) on the National Data Base of Contractors, Consultants and Service Providers, by submission of Interim Registration report (IRR) expiring on 30/08/2020 xiv Evidence of compliance with the National Social Industrial Trust Fund (NSITF) expiring on 30/08/2020.
Evidence of Registration with Yaba College of Technology as a service provider
A sworn affidavit indicating that all documents submitted are genuine and verifiable
A sworn affidavit that none of the Directors has been convicted in any country for any criminal offence, including fraud or financial impropriety.
Bidders should include in their bid, a sworn affidavit indicating that no officer of Yaba College of Technology is a former or present Director, Shareholder or has any pecuniary interest in the company.

Application Closing Date

11:00am Monday, 6th December, 2021.

Opening of Pre-Qualification Documents

Pre-qualification envelopes would be opened at 12noon on Monday, December 21, 2021, and representative of companies that submitted bids are hereby invited to witness the opening

Opening of Tender Documents

Tenderer envelopes would be opened at 12noon on Monday, January 4, 2022, and representative of companies that submitted bids are hereby invited to witness the opening.

Collection of Tender Documents

Pre-qualified contractors should note that they will be required to pay a non-refundable tender processing fee of ten thousand naira only (N10,000.00) for each LOT, except Contractors that are already registered with the College.

Tenderers are to indicate interest in any LOT, forward their email address and attach evidence of their registration or payment of tender processing fees in a letter addressed to the Director Physical Planning Unit, 2nd Floor, 7 Storey Building, Yaba College of Technology as from 3.00pm December 24, 2021. Contractors that are currently registered with the College could show interest in any LOT of their choice. Tender documents would be sent online.

Submission of Pre-Qualification Documents

Bound pre-qualification documents in wax-sealed envelope marked "Pre-qualification as Contractor for Capital Projects at the top left hand corner should be hand-delivered to:

Yaba - Lagos State.

Notification of Pre-Qualified Bidders:

Pre-qualified contractors will be contacted within a week after opening of pre-qualification documents and they will be invited to tender accordingly.

That by the submission of pre-qualification documents, Yaba College of Technology is neither committed nor obliged to award any contract to any company or its agent.
That this advertisement for invitation to pre-qualification shall not be construed as a commitment on the part of College, nor shall entitle any company to make any claims whatsoever and/or seek any indemnity from Yaba College of Technology.
That due diligence would be followed as all the documents submitted would be verified and the past executed works and contractor's offices shall be visited. Any discrepancies found would disqualify the contractor.
