The Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN) invites interested consultants to indicate interest by submitting EOI documents for the following works:




The Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN) is made up of a coalition of non-governmental, non-profit organizations with a shared vision to transform Nigeria into a country where every citizen has food and is nutrition secured. In the last five years, we have been engaging government and mobilizing non-state actors to raise awareness, sustain commitment and actions to effectively tackle under-nutrition in Nigeria. We have grown to an alliance with over 400 members and have a full presence in 26 out of 36 states in Nigeria. We are one of the leading vanguards for nutrition in Nigeria.

Title: Expression of Interest - Engage a Film Production Agent to Produce a Video Documentary on the Reality of the Prevelance of Malnutrition in Focal States

The PINNS 2.0 Project
CS-SUNN is implementing the Partnership for Improving Nigeria Nutrition System (PINNS) 2.0 project; a three-year project designed to strengthen existing nutrition multi structures and systems to be more Result-oriented, Effective, Serviceable, Efficient, and Transparent (RESET),

It has four intervention areas:
  • Improving nutrition governance,
  • Improving funding for national nutrition multi-sector plans of action,
  • Supporting the development of Nigeria’s nutrition information system, and
  • Strengthening CSAs in Nigeria, Kenya, and Ethiopia to advocate for improved nutrition and hold the government accountable to commitments made towards improved nutrition and reduction in malnutrition.
Malnutrition in Nigeria is caused by several factors including lack of food, improper feeding and caring practices, economic and political structures, low status, and lack of education among women, etc. Therefore, a multi-sectoral approach is required for a reduction and eventual eradication of the scourge. The UNICEF conceptual framework (UNICEF 2013) brings to the fore the need for multi-actors, disciplines, sectors, and systems in this effort as evidence increasingly suggests that solving malnutrition can benefit from a systems approach (WHO 2009; Hammond & Dube’ 2012).

The project is a continuation of the just-completed PINNS 1.0 and connects the importance of optimal nutrition to attaining Nigeria’s Human Capital Development goal by 2025.

Purpose of the Consultancy
The purpose of the consultancy is to produce a world-class standard, empathy-driven, educative, advocacy-based video documentary on the prevalence of the reality of Malnutrition in Kaduna, Nasarawa, Niger, Kano, and Lagos States.





Objectives of the Consultancy
The agency shall provide CS-SUNN with videography services and produce a documentary on the reality of the prevalence of malnutrition among children & women in specific states of Kaduna, Nasarawa, Niger, Kano, and Lagos in support of CS-SUNN’s evidence-based advocacy and communication activities. Specific objectives include:
  • To show evidence of malnutrition cases in the project states.
  • To educate both state and non-state actors on malnutrition and chart the way forward.
  • To have an audio-visual advocacy tool for engagement with policymakers towards positive decision-making regarding nutrition interventions.
  • To demystify myths regarding the existence of malnutrition.
  • To present the nexus between malnutrition and its impact on both Human Capital and Economic Development,
  • To proffer sustainable solutions to the challenge of malnutrition in these project states.
Location: Kaduna, Kano, Nasarawa, Lagos and Kano states

Scope of work/Technical Requirements
The Agency will be expected to deliver the following as required during the whole duration of the contract:
  • The documentary is to be empathy-driven and told mainly from the perspective of the reality of the prevalence of malnutrition with interviews from children, women, men, local communities on “real-life” malnutrition conditions and call to action, urging relevant stakeholders to do play their roles to reverse the trend.
  • The documentary is to be produced for each project location; Kaduna, Nasarawa, Niger, Kano, and Lagos states depicting “real-life situations on malnutrition, Severe Acute Malnutrition, nutrition insecurity in emergencies, stunting, wasting and over-nutrition where applicable” specific to each location.
  • The visuals would be drawn by visiting Community Management of Acute Malnutrition (CMAM) centres, Outpatient Therapeutic feeding Program (OTP) centres, communities with a high prevalence of malnutrition, and other centres that apply in specific locations.
  • The total running time for long versions of each state-specific documentary is to be 10 minutes running time for short versions 2 minutes.
  • Production of video (scriptwriting, videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work, etc.) is to be done according to CS-SUNN standards. All videos produced must be of the highest quality to adequately represent the Alliance. The optimal standards are: 1080 25p/1080 29.97p or 30p. All material should be shot in 16:9, HD 1080;
  • The Agency shall use their own HD quality video camera and professional editing software;
  • Edit the footage in line with the script agreed and approved by CS-SUNN and produce a professional quality package/report / PSA of broadcast quality;
  • Record and edit narration/voice over where needed with guidance from relevant CS-SUNN focal person;
  • Embed subtitles in the video as per need;
  • Audio balance the final product(s) and convert it into formats for use on TV, radio, web;
  • Clearly identify location, name, and age of interviewees, quotes, and any relevant details;
  • Ensure full usage rights for music (or music for which copyright has been granted)
  • Ensure that consent forms of all interviewees are submitted to CS-SUNN
  • Include appropriate CS-SUNN branding and crediting of CS-SUNN ownership for the produced videos.
  • Archive the edited output in DV, DVD, and online formats along with a professional log.
  • Provide high-resolution photographs, at least 30 high quality and high resolution, edited and captioned pictures delivered on CD
Deliverables
  • Submit work plan, storyboard, and script for the documentary to CS-SUNN before filming
  • Deliver high-resolution photographs, at least 30 high quality and high resolution, edited and captioned pictures
  • Submit duly signed consent forms of all interviewees
  • Submit a complete 10 minutes state-specific documentary film version for each project location (Lagos, Kaduna, Nasarawa, Niger, and Kano) and 2 minutes state-specific documentary film version for each project location (Lagos, Kaduna, Nasarawa, Niger, and Kano), totaling 10 video documentaries.
  • Provide the master file of all the shoots before editing.
  • Hand over 1 master copy of each video.
Type of Consultants Required
  • The Film production should have a team of key personnel with university degrees or Master of Arts/fine arts in Film Production and videography, University degrees in Journalism, Development Communications or related field; Masters in Public Health would be an added advantage.
  • The agency should possess a wide-ranging knowledge of film and video projects from inception to completion, be effective at organizing and coordinating shoots; with experience using production equipment.
  • We expect proficient ability in writing and editing scenes, treatments, and scripts; competence in film and sound editing.
  • We expect proficient ability in script writing and editing scenes, treatments, competence in film and sound editing.
  • Technical Proficiencies should cover the use of Adobe Premiere, ProTools, Final Cut Pro X, AVID, Flatbed Editing, Movie Magic Budgeting, and Scheduling, iMovie, MS Office, and Arriflex 235.
  • The agency must demonstrate enthusiasm and creativity, the ability to meet deadlines and objectives, and solid skills in improving productivity and efficiency while reducing costs.
Timing Of Delivery




The assignment is expected for a period of Thirty-Five working Days (December 2021 - January 2022) from the date of signing the contract.

High-resolution photographs, at least 45 high quality and high resolution, edited and captioned pictures delivered on CD 1 day
Total days for consultancy 35 days.

Payment Schedule
  • The Agency’s payment shall be based on the financial proposal developed for this consultancy in accordance with the agreed contract deliverables.
  • The expected start date of the Consultancy is December 2021.
  • Payment shall be made in three (3) installments of:
    • 20% upon submission and approval of work plan; storyboard and script.
    • 50% upon submission of the first draft of 5 versions (10 minutes version) of state-specific documentaries.
    • 30% upon editing to final reviews and submission of final versions (10 versions- 10 minutes and 2 minutes) of 5 state-specific documentaries.
N/B: Note that financial offer includes: (a) daily consultancy fee– all taxes and duties included; (b) production costs etc.
