The National Lottery Trust Fund (NLTF) invites interested and reputable firms to indicate interest by submitting EOI documents for the following works:

The National Lottery Trust Fund (NLTF) is an agency of the Federal Government established under Section 35 of the National Lottery Act 2005, to implement good causes for the benefit and wellbeing of all Nigerians.

Title: Invitation for Expression of Interest for Services

Preamble

In compliance with the requirements of the Public Procurement Act, 2007, and in pursuance of its statutory mandate, the NLTF Management intends to undertake procurement of under listed services. Accordingly interested and reputable firms are hereby invited to submit Expression of Interest for the under listed projects.

Eligibility Requirements

Interested consultants are required to submit the following documents:

Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 or Business Name.
Evidence of Firm's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021.
Evidence of Pension Clearance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 15 and above).
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above).
Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021.
Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
Evidence of Firm's registration with relevant regulatory professional body such as NSCDC for Security EHORECON for Cleaning Service, and CMD for Training.
Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Lottery Trust Fund or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
Company's Audited Accounts for the last three (3) years - 2018, 2019, 2020.
Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number(RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

11:00a.m. Monday, 20th December, 2021.

Opening of EoI

The EOI shall be opened immediately after the deadline for submission at the Nigerian National Merit Award House, No. 221. T. Aguiyi Ironsi Street, Maitama Abuja Date: 20th December, 2021 Time: 11:00am prompt.

Submission of EoI Documents

Prospective bidders are to submit two(2) sets of Expression of Interest documents for each of the Lot desired in two (2) hard copies packaged in sealed envelopes and clearly marked as "Expression of Interest" and addressed to:

Plot 9, Oyi River Crescent,

Off IBB Boulevard,

Maitama - (FCT) Abuja.

The documents shall be clearly marked indicating the name of the project and Lot number. Furthermore, the reverse side of each sealed envelope should indicate the name and address of the bidder and deposit in the Bid Box located at the reception of Agency's Head Office.

Please ensure you sign the EOI Submission Register at the Procurement Unit as the Agency will not be held liable for misplaced or wrongly submitted bids.

General Information

All submissions must be made in English language.
No Bidder should bid for more than two (2) Lot
The EOI must be properly packaged in line with paragraph 4.0 of the advertisement.
Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening online) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency.
Firms can submit through Post (Courier Services); vi. Only shortlisted firms would be invited at a later date for collection of Request for Proposals.

Disclaimer

The Agency reserves the right to inspector verify claims or information submitted by bidders as it deems necessary. Similarly, the agency is not bound to pre-qualify any bidder and reserves the right to annul the selection process when unforeseen and justifiable development warrants such an action without incurring any liability and offering any reasons thereof.
Late submission shall be returned un-opened.
False claims and failure to comply with the instructions above or failure to provide any of the listed documents shall automatically lead to disqualification.
