The Universal Basic Education Commission (UBEC) invites interested and eligible bidders to tender sealed bidding documents for the following works:




The Universal Basic Education Commission simply known as UBEC is a Nigeria's Federal government Agency that has the mandate to formulate and coordinate all programmes of the Universal Basic Education programme prescribe the minimum standards for basic education in Nigeria.

The Universal Basic Education Commission (UBEC) was established by the Compulsory, Free Universal Basic Education and Other Related Matters Act of 2004 to eradicate illiteracy, ignorance and poverty as well as to stimulate and accelerate national development, political consciousness and national integration to fulfil the national philosophy and goals of education which underlines with the country’s aspiration to social, economic and political development.

Applications are invited for:

Title: Invitation to Bid - Construction of Thirty 30 Bilingual Education Boarding Schools in 9 Participating States (3 or 4 Lots in Each State)

Preamble
The Federal Government of Nigeria has received financing for an amount of US$ 98 million from the Islamic Development Bank (ISDB) towards the cost of the Bilingual Education Project, and intends to apply part of the proceeds towards payments under the contracts for Civil Works (Construction of thirty (30) Units) of Bilingual Education Boarding Schools in Nine (9) States).

The Universal Basic Education Commission now invites sealed bids from eligible bidders for not more than one (1) lot across all packages for the construction of thirty (30 Units) Boarding Schools in Nine (9) distinct packages (3 or 4 in each State) with each State as an independent package, planned to be executed within a period of seventeen months as contained in the separate individual Nine (9) Special Procurement Notices on the Universal Basic Education Commission's website: www.ubec.gov.ng

N/B: Bidding will be conducted through National Competitive Bidding procedures as specified in IsDB's Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing, April 2019 (Procurement Guidelines, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.18-21 setting forth IsDB's policy on conflict of interest.

Bidding Eligibility
Interested bidders must satisfy the following major requirements in addition to those contained in the Standard Bidding Document:

General Construction Experience




Experience under construction contracts in the role of prime contractor, W member, sub-Contractor, or management Contractor for at least the last Five (5) years, starting 1 January 2016

Specific Construction & Contract Management Experience
A minimum number of similar contracts specified below that have been satisfactory and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2016 and application submission deadline:
  • 5 contracts, each of minimum value N200.000.000
  • Less than or equal to 5 contracts, each of minimum value N200,000,000.00, but with total value of all contracts equal or more than 5x 200,000,000.00 (in case the works are to be bid as individual contracts under a slice and package (multiple contract) procedure, the minimum number of contracts required for purposes of evaluating qualification shall be selected from the options mentioned in ITA 25.3b).

3 Financial Capabilities
  • The Applicant shall demonstrate that it has access to, or has available, liquid assets unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated at One Million, Three Hundred Thousand USD (US$ 1,300,000.00) for the subject contract(s) net of the Applicants other commitments.
  • The Applicant shall also demonstrate, to the satisfaction of the Employer, that has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
  • The audited balance sheets or other financial statements acceptable to the Employer, for the last Three (3) years shall be submitted and must demonstrate the current soundness of the Applicant's financial position and indicate its prospective long-term profitability.

4 Average Annual Construction Turnover Minimum average annual construction turnover of Five Hundred and Fifty Thousand Dollars (US$550,000.00), calculated as total certified payments received for contracts in progress and/or completed within the last Three (3) years, divided by Three (3) years. Method of Submission is indicated in the Standard Bidding Document
5 Construction Equipment Required Excavator, Backhoe, Bulldozer, Grader, Wheel Tractor Scraper, Trenchers, Loaders etc. Method of Submission is indicated in the Standard Bidding Document

Collection of Bidding Documents




A complete set of bidding documents in English language may be purchased by interested eligible bidders upon submission of a written application with the Company details and a valid/functional email address contained in the application and upon payment of a nonrefundable fee of Forty Thousand Naira Only (N40,000.00).

The method of payment shall be through remita to the Account of Accountant General of the Federation (SUBREC ACCOUNT). Receipt of payment to be attached to the application. The document will be sent via email address provided.
