Project Description




  • Mercy Corps, with funding from the European Union is currently implementing a 3 year ‘Building Resilience in Complex Crisis’ (BRICC) program in consortium with Danish Refugee Council (DRC) and Cooperazione Internazionale (COOPI) in 6 LGAs of Damturu, Potiskum, Gujba, Gulani, Geidam and Yunusari of Yobe state.
  • The program seeks to increase the ability of Poor Vulnerable Households to cope with shocks and stresses by restoring their access to basic services, providing access to inclusive financial services and building community assets for conflict mitigation and prevention. One of the objectives of the BRICC programme is: Vulnerable and conflict-affected households have restored and improved livelihoods that are more resilient to conflict and climate shocks and stresses.
  • (IO1) Vulnerable households can meet their basic needs and Yobe state has increased capacity to deliver on a social safety net programme.
  • (IO2) Strengthened community resilience including improved community conflict resolution capacity.
  • (IO3) Women, youth and adolescents have greater access to financial services.
  • (IO4) Essential market systems functions restored and improved resulting in greater access for vulnerable populations to markets for quality inputs and services and improved on-farm agricultural production.
  • (IO5) Increased access for youth to diverse income sources from off-farm employment.
  • Over the past years, Mercy Corps and its consortium partners have facilitated several multi-stakeholders dialogue sessions between community members and government officials across all BRICC implementing communities. It is based on this backdrop we plan to carry out Dialogue facilitation trainings for community resilience groups (CRGs), LGA Community Development Officers, LGA Information officers and Mercy Corps staff.
  • Area of focus for this training will include: 1) Understanding conflict, its dynamics, spillovers effect, causes and escalation; 2) Constructive communication, empathy and collaboration; 3) Engaging in dialogue for relationship building and understanding; 4) Basic community advocacy skills and 5) Utilizing approaches for dialogue facilitation.

Consultant Objectives:
  • In support of intermediate outcome 1, the Consultant/s will conduct a series of training on dialogue facilitation, conflict analysis, mediation and negotiation skills for community resilience groups (CRGs), LGA Community Development Officers, LGA Information officers and Mercy Corps staff in Damaturu & Potiskum aimed at promoting cross-learning and building the capacity of the committees and diverse identified stakeholders to participate in and facilitate multi-stakeholder dialogue forums that can create an inclusive space for mutual understanding, trust-building, conflict mitigation, social cohesion and resilience building.
Consultant/s Activities
The Consultant/s will:
  • Review pre-training needs assessments to synthesize capacity gaps among existing community resilience groups (CRGs), Government Actors and Mercy BRICC Team.
  • Develop/refine training materials, including the facilitation guide and other materials and resources related to content and exercises in close collaboration with Resilience & Conflict Mitigation Advisor and Program Manager.
  • Facilitate 42 days dialogue facilitation trainings for community resilience groups (CRGs), community & religious leaders, women development officers, LGA Community Development Officers, LGA Information officers, Mercy Corps and Consortium partners staff.
  • Write a final training report on key outcomes.
Eligibility
  • Consultant is expected to have a minimum of 5 years’ experience in delivering related dialogue facilitation, negotiation and mediation training with diverse stakeholders both at the state and LGA level.
  • Must have conducted similar trainings within the North East region.
  • Must be ready to work within Damaturu and Potiskum within the stipulated time frame.
  • Must be flexible.
  • Must be ready to adhere to Mercy policies and guidelines.
  • The Consultant must be fluent in both English and Hausa languages
