Invitation to Tender at Shell Petroleum Development Company (SPDC)

The Shell Petroleum Development Company of Nigeria (SPDC) is the pioneer and leader of the petroleum industry in Nigeria. It has the largest acreage in the country from which it produces some 39 per cent of the nation's oil. The company's operations are concentrated in the Niger Delta and adjoining shallow offshore areas where it operates in an oil mining lease area of around 31,000 square kilometres.

• Required infrastructure (i.e., warehouse with cold rooms, open yard, quayside, site office, workshops, accommodation (long & short stay) and catering, etc
• Receiving & Dispatching
• Inventory Management
• Transport Planning & Execution
• Customs Clearance
• Loading and offloading of Supply Vessel, scheduling, mooring
• Stevedoring & Pilotage
• Agency Services
• Equipment Certification: Lifting gears & straps, and provision of certified slings
• Demand & Capacity planning to effectively respond to Assets needs and maximize pooling and cost sharing opportunities across all logistics assets and customer base.
• Cost shall be based on actual total amount of cargo in metric tons moved, there shall be no volume measurement

• To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the Product/Service Category 3.08.12- Supply Base/Warehouse/Storage Services Cat A-D in the NipeX Joint Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive a Technical & Commercial Invitation to Tender (ITT).

• If you are not listed in a product/service category you are registered with DPR to do business, contact NipeX office at 8, Bayo Kuku Street, Ikoyi, Lagos with your DPR certificate as evidence for necessary update.
• To initiate the JQS pre-qualification process, access http://nipexmain.nipex-ng.com/nipexsite/download/ to download the application form, make necessary payments and contact NipeX office for further action.
• To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

• Current relevant Department of Petroleum Resources (DPR) Permit in the following category 1.3.20 - Marine Support Services.
• Registration as employer of Dock Labour by Nigerian Maritime Administration and Safety Agency (NIMASA)
• Registration as a Service Boat Operator by the Nigeria Ports Authority (NPA)
• Minimum material handling equipment requirement include but not limited to 30 tons Crane, 50 tons Crane x 1no., 120 tons Crane x 1no., 4 tons forklift x 1 no., Pipe handler x 1no., Trucks with 40ft Trailers x 5 nos, Pickup Trucks x 2nos.
• Evidence that all personnel provided to carry out work assignments have the relevant certifications e.g. Lifting & Hoisting
• Ownership of existing facilities/infrastructures at the Free Trade Zones of Onne and Warri Ports.

• Only Nigerian registered entity having greater than 51% Nigerian shareholding shall bid for this work scope. Tenderer shall provide evidence that entity is a Nigerian-registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc) and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Tenderer shall provide evidence of registration on the NCDMB NOGIC JQS and DPR certificate
• Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
• Provide a Nigerian Content execution Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
• State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidence of well-equipped offices and workshop; attach experience of such patronage.
• Provide detailed description of the location of in-country facilities and infrastructures (Administrative & Technical offices) in Nigeria to support this contract
• Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s)
• Tenderer shall provide evidence of Category C NCEC certificate and or NCEC Category 1,2, or 3 Services and Support (SS) group NCEC to demonstrate at least 50% ownership of the equipment not limited to Forklifts, Trucks, pipe handlers, Cranes to be utilized in executing the work scope.
• Tenderer shall provide evidence of Registration as employer of Dock Labour by Nigerian Maritime Administration and Safety Agency (NIMASA).

• All costs incurred in preparing and processing NJQS pre-qualification shall be to the contractor’s accounts.
• This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
• SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
