The United Nations Children's Fund (UNICEF) is a United Nations agency responsible for providing humanitarian and developmental aid to children worldwide. The agency is among the most widespread and recognizable social welfare organizations in the world, with a presence in 192 countries and territories.

Title: Request for Proposal (RFP) - Support eCRVS Implementation Initiative to Accelerate Universal Birth Registration in Nigeria

Preamble
Universal birth registration is one of the most powerful instruments to ensure equity of services and interventions for children . The Sustainable Development Goals (SDGs) explicitly include increasing birth registration to support global coherence and impetus towards universal and free birth registration. Target 16.9 of the SDGs aims to 'provide a legal identity for all', including birth registration, by 2030. Civil registration and vital statistics (CRVS), including birth registration, are essential to capturing and measuring national and global progress against the SDGs.

Therefore, it is strategic to invest in CRVS systems to enable governments to better monitor and be accountable for achieving the SDGs and recognize that children's registration at birth is one of the key elements to accelerate social justice.

Purpose of Assignment
  • Develop and deploy eCRVS Minimum Viable product (MVP)
  • Develop capacity tools and Standard Operating Procedures (SOPs) for eCRVS Service Delivery Excellence
  • Create change management plan for the Minimum Viable Product and effective governance and accountability mechanisms for eCRVS system in Nigeria .
Qualification Requirements
Nigeria National population Commission in collaboration with UNICEF Nigeria is seeking an excellent partner to deliver the eCRVS System Implementation initiative outlined in previous sections. The organisation must have the following experience:
  • Significant experience (15+ years) in leading effective digital transformation programmes around the world
  • Global expertise of CRVS systems in low-resource settings
  • Strong track record of designing and developing digital products and services for low resource settings using agile and scrum methodologies
  • Proven experience of designing and building a digital CRVS system
  • Experience in configuring eCRVS for use in country contexts
  • Excellent knowledge and a strong track record of developing products using the ECRVS technology stack (full-stack Java script, OpenHIM, FHIR, Graph QL, Elasticsearch etc.
  • In-depth knowledge and experience in developing successful change management strategies and materials
  • Excellent communication and stakeholder management skills, especially working with government and development partners.
