The Kaduna State Rural Water Supply and Sanitation Agency (RUWASSA) invites interested and qualified contractor's / Firms to indicate interest by tendering pre-qualification documents for the following works;

Title: Invitation for Pre-Qualification for the Procurement of Water and Sanitation Facilities at Various Locations Across the State

Preamble

The Partnership for Expanded Water Supply, Sanitation and Hygiene (PEWASH) is a National Collaboration for the improvement of access to water supply and sanitation in Nigeria, through structured multi-sector partnership supported by Federal Ministry of Water Resources and the World Bank. It is on this note, the procurement is to be undertaken for water and sanitation facilities as broadly categorized under section 2 below to be constructed at various locations across Kaduna State 2021/2022.

Firms that shall be invited to bid for each specific procurement opportunity in the State must successfully participate in the pre-qualification to which this invitation relates. This procurement shall be conducted with the support of the partners. Interested firms are hereby invited to submit Expressions of Interest to be pre-qualified to participate in the subsequent bid for the works in the project States as broadly described in Section 2 below.

Scope of Work

Works under the programme, which shall be broken into various lots and undertaken in the respective LGAs as required, include the following:

Construction of hand pump boreholes in communities, schools, health facilities and public locations.
Construction of solar powered motorized boreholes in communities, health facilities and public areas.
Construction of VIP Latrines in schools, health facilities markets and motor parks.

Mandatory Requirements

Firms interested in the aforementioned project are to submit Expressions of Interest written in the firms' letter heads and signed by authorized persons, accompanied by the firms' profiles, which must contain the following:

Certificate of Registration/Incorporation with Corporate Affairs Commission (CAC).
Evidence of current tax clearance for three years (2018, 2019 & 2020).
Current Registration of Business Premises with Kaduna State Ministry of Business Innovation and Technology.
Current certificate of Registration with Kaduna State Public Procurement Authority.
Current Certificate of Registration with Kaduna State Rural Water Supply and Sanitation Agency (RUWASSA).
Company Audited Accounts for three years (2018, 2019 & 2020).
Evidence of Financial Capability and Banking support.
Evidence of Financial Capability and Banking support.
Experience/Technical qualification of key personnel.
Company Profile with list of key personnel and their qualification/experience.
Evidence of similar verifiable projects successfully executed/completed within the last Three (3) years with attached copies of award letters, payment, and completion certificates.
VAT Registration and Evidence of past VAT remittance at least in the last three years.
Equipment and Technology capacity with evidence of ownership/lease agreement.
Evidence of compliance with industrial Training Fund (ITF).
Evidence of compliance with PENCOM.
Any other relevant information that would be helpful in determining the firm's eligibility.

Application Closing Date

12:00 Noon, 31st December, 2021.

Opening of Bids

The Expression of Interest, documents received shall be opened immediately after the close of receipt of bids in the presence of the representatives of the bidders at:

Submission of Documents

Duly compiled and signed Expression of interest shall be submitted in one (1) electronic copy (compact disc) and 3 hard copies (Original Duplicate and Control copies. The electronic copy and two (2) hard copies (Original and Duplicate) shall be placed in one sealed envelope while the Control copy shall be in a separate sealed marked at the top right-hand side as Control Copy.

All envelopes must bear the name and contact number of firms at the rear side while the "Project Description" (as captured as item 2) clearly marked at the top left-hand corner of the envelope and addressed to:

Kaduna State.

N/B: Note that a firm can express interest for both water and sanitation work and such firm must possess the minimum requirements for both works to be able to prequalify.

General Notice

Only Bids that meet the pre-qualification requirement and are found capable of executing the project(s) shall be considered.
This advertisement shall not be construed as a contract award or any commitment on the part of the Kaduna state Government or its Ministry, nor shall it entitle any firm/institution to make any indemnity from Kaduna State or any of its MDAS by virtue of such firms/institutions having responded to this advertisement.
Late submissions will not be entertained.
The client reserves the right to accept any Bid, annul the Bid proceedings, or to reject any or all Bids at any time prior to contract award, without thereby incurring any liability or any obligation to inform Bidders of the grounds for the action.
