Title: Expression of Interest (EOI) for Registration of Service Providers for Implementation of the Innovative Strengthening of Smallholder Farmer's Capabilities Towards Productive Land Restoration Amid COVID-19 in Enugu State, Nigeria

Preamble
This request for Expression of Interest (EOI) follows the Unveiling of the African Union Development Agency-New Partnership For African Development (AUDA-NEPAD) Programme tagged "Innovative Strengthening of Smallholder Farmers' Capabilities Towards Productive Land Restoration Amid Covid-19 in Nigeria" by the President of Federal Republic of Nigeria, President Mohammed Buhari at Transcorp Hilton, Abuja on 21st October, 2021.

Enugu State Government through Federal Government of Nigeria has received fund from the African Union Development Agency (AUDA) via New Partnership for African Development (NEPAD) (herein referred to as Grant) for the cost of Innovative Strengthening of Smallholder Farmers' Capabilities Towards Productive Land Restoration Amid Covid-19 in Nigeria. The state government intends to apply part of the proceeds of this fund to payments under the contract for Smallholder Farmers support in various Crops and Livestock Value Chain.

Project Strategic Support 
AUDA-NEPAD programme overall aim and objective is to increase Smallholder Farmers Income and Productivity in African region generally, thereby reducing Hunger and achieve Food Security, Poverty Reduction, Socio-Economic Development, Employment Opportunities with Self-Sufficiency in food value chain and better livelihood. This will encourage processing and packaging as well as promote export of agricultural produce to western countries especially with the ravaging Covid-19 pandemic which has adversely affected food production and caused food shortages in these regions.

AUDA-NEPAD will encourage the use of proven simple technologies, elect reduce drudgery; as well as improved agricultural practices that will give smallholder farmers maximum output like use of improved varieties and hybrids of crops and livestock species, global standard planting spacing in crops, nursery in rice production as against broadcasting, use of pelleted feed and automated drinker/feeder in fish and poultry, provision of farm working kits like knapsack sprayer, mechanical harvester, etc. to strengthen agricultural production systems. Facilitation of access to market and other useful information through peer sharing in all the value chain segments to be grown/cultivated in state.

Scope of Work
The Scope of Work will cover the following:




  • Procurement of Goods farm inputs which includes (a). Hybrid and Certified: crop seeds and seedlings varieties/species (cassava, rice, maize, pepper, tomatoes, etc.), fertilizer, herbicides, pesticides, knapsack sprayer, mechanical harvester, protective wears, etc.; (b). Hybrid and Certified: poultry (Day Old Chicks-broiler/pullets, Point of Lay (POL)), fishery (fingerlings/jumbos, etc.), piggery (piglets/weaners), drugs, feed, protective gears and others.
  • Minor Civil Works Agricultural Farm Lands (not Civil Works Lands) Development (preparation) in 17 LGAs.
  • Consultancy Services training, workshop and capacity building for extension agents workers and local farmers (smallholder farmers).
N/B: The goods and civil works will be procured in accordance with the provisions of the "Guidelines for Procurement of Goods and Works under AU credits Current Edition; while the Consultancy Services shall be in accordance with the provisions of the "Guidelines for the Selection and Employment of Consultants by World Bank Borrowers" Current Edition".

Eligibility Criteria
To be eligible for consideration, service provider must provide the following details:
  • Profile of Individual Consultant/Resource Person:
    • He/She should possess a Minimum of M.Sc. Degree in General Agriculture/Agronomy or Agriculture Economics/Extension/Financing/Business/Management /Engineering and Animal/Veterinary Sciences or Social Science especially in Economics/Financing/Marketing/Management with Professional Accounting, SME Development and Development Economics.
    • Possession of a Ph.D. Degree in the related Discipline will be an added advantage.
    • At least 5 year's cognizant experience and similar working experience with an international donor agency project and programme in agriculture value chain segments of Production, Processing and Marketing technologies with sound analytical and technical knowledge transfer and impart to farmer's competence in the subject area will be an added advantage.
  • Profile of Your Personnel/Company/Institution: This should include:
    • Certificate of Incorporation CAC Registration with minimum of three (3)years, physical address, ownership (including board membership), organogram of management structure and contacts (Telephone, Facsimile and Email).
    • Current Tax Clearance Certificate (3 years) (2018 2020).
    • Evidence of financial capability including letter of reference from a reputable bank.
    • Evidence of technical capability (personnel and equipment) to handle any of the above scope for goods, works and services in area(s) of core competence/specialization of interest for specified crop or livestock value chain/segment and agricultural farmlands development (preparation).
    • Possession of relevant/similar experiences and skills in area(s) of core competence/specialisation of interest (crops or livestock value chain/segment and agricultural farmlands development) for at least three (3) years.
