Title: Invitation to Tender for the Procurement and Construction of 24 Units of Triplexes and a Multi Storey Building Residential Development in Guzape District, Abuja

Preamble
Bilaad Realty is developing a 24 number (Twenty-Four Number) 2 (Two) suspended-floor detached triplexes and an eight suspended-floor multi-use high rise building at its Project located at Guzape - Abuja, and therefore invites competent, financially stable, qualified contractors with cognate experience and established performance on similar projects to express their interest by submitting bids/tenders (Technical and Financial) in consideration for the underlisted works, in an Open Competitive Bidding Process.

Scope of Works
  • Lot 1: Procurement and Construction of 24 units (Twenty-Four) of Five (5) Bedroom, 2 (Two) suspended-floor Detached Triplexes.
  • Lot 2: Procurement and Construction of a High-Rise Building, with 8 number (Eight number) suspended floors, including 2 number (Two number) basement floors.
N/B: Interested Contractors are expected to indicate their interest in any of the above LOTS, which should not be more than one (1)

Eligibility Requirements
To be prequalified, interested firms must submit the following verifiable documentation:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 11 or CAC and CAC; b. Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31 December, 2021; with minimum average annual turnover of: N180,000,000 (One Hundred and Eighty Million Naira only).
  • Evidence of Pension Clearance Certificate valid till 31 December, 2021 (applicable where number of staff is at least 15).
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021 (applicable where number of staff is at least 5 or at least 50m turnover).
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2021.
  • Company profile with curriculum vitae of key staff to be deployed for the project.
  • Documentary evidence of company construction experience in real estate sector of not less than 5 (Five) years.
  • Sworn Affidavit disclosing and to confirm that all information presented in its bid are true and correct in all particulars.
  • Company's Audited Accounts for the last three (3) years-2018, 2019 & 2020.
  • Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed. Preferred contractors would be required to provide an advance payment guarantee (APG) and a performance bond covering the entire lifecycle of the project.
  • Verifiable documentary evidence of similar jobs executed in the last 5 (Five) years including Letters of Award, Job Completion Certificates and Photographs of the projects; I Lot 
  • Evidence of Firm's current registration with the Council for the Regulation of Engineering in Nigeria (COREN).
  • For Joint Venture/Partnership/Consortium, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each partner).
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
N/B: Original Documents should be available for sighting on demand.





Application Closing Date
2:00pm Friday, 28th January, 2022.

Opening of Technical Bids
Technical Bids will be opened immediately after the deadline for submission at 2:30pm on Friday, 28 January 2022, at Suite 205, Wing A, Shashilga Court, Jahi, FCT Abuja. Financial Bids will be opened after technical bid pre-qualification exercise. Companies or firms that are unsuccessful in initial pre-qualification process would have their financial bids returned un-opened.

Collection of Tender Documents
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Chief Operating Officer (COO), Bilaad Realty Nigeria Limited, Suite 205, Wing A, Shashilga Court, Jahi, Abuja on evidence of submission of a non-refundable bank draft of N250,000 (Two Hundred and Fifty Thousand Naira Only), in favor of Bilaad Realty Procurement

Submission of Tender Documents
Prospective bidders are to submit bids of each of the Lots desired, in 4 (Four) hard copies, for the Technical and Financial Bids respectively. Technical and Financial Bids must be packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid" with lots clearly indicated on the sealed envelopes.





Respective envelopes for Technical and Financial bids should be addressed to the:

Furthermore, the reverse side of each sealed envelope should bear the name and address of the bidder, before dropping off in designated Tender Box.

General Information
  • Bids must be in English Language and signed by an official authorized by the bidder.
  • Bids submitted after the deadline for submission would be returned un-opened.
  • Bidders should not bid more than 1 (one) Lot;
  • All administrative and logistics costs will be borne by prospective bidders.
  • Presence of bidders/representatives during bid opening ceremonies is not mandatory, should they opt not to attend. This is in compliance with COVID-19 Guidelines. Bid Opening will be captured by video recording and adequately documented.
  • Bilaad Realty is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities.
General Notes
  • This request for Expression of Interest (EOI)/Invitation to Bid will not be deemed as an offer of contract by Bilaad, but an invitation to receive and evaluate eligible companies for the scope of works set out.
  • No contractual obligations shall arise from this EOI/Invitation to Bid process unless a formal contract is signed.
  • There is no imposition on Bilaad to proceed with the project or the works set out in this EOI/Invitation to Bid.
