Preamble

This Request for Bid follows the General Procurement Notice (GPN) for the Agro - Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project which appeared in "Development Business issue no. WB 3108-756/09 and "This Day" Newspaper of September 3 2019.

The Kaduna State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of Agro-Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project, and it intends to apply part of the proceeds of this credit to eligible payments under the contracts for the Construction Farm Access Road in Kaduna State.

Scope of Work

The Kaduna State Agro- Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project is now inviting sealed bids from eligible and qualified bidders for the Construction of 13.30km of Farm Access Road in Kaduna State as described below:

Qualifications / Requirements

Average annual financial amount of construction work over the last 3 years as follows:

  - 4 / N1,117,088,273.01
Experience as prime contractor in the carrying out at least two projects of similar nature and complexity equivalent to the works over the last 3 years (to comply with this requirement, the work cited should be at least 90% complete)
Availability (own, lease, hire, etc) of the essential equipment as listed in the Bidding Data Sheet.
A Contract Manager with 15 years' experience in construction works of an equivalent nature and volume including not less than 10 years as Contract Manager.
Liquid assets net requirement for each lot is as listed below:

Application Closing Date

12:00 Noon Tuesday, 25th January, 2022.

Opening of Bids

Bids will be opened in the presence of bidders' representatives who choose to attend on Tuesday 25th January, 2022 by 12.00 Noon, at the address stated below.

Collection of Bidding Documents

A complete set of Bidding Document in English Language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of N25,000.00 (twenty-five thousand naira only) for the first Lot; while additional lot shall cost N15,000.00 (fifteen thousand naira only) each. The method of payment will be by bank draft in favor of Kaduna State Agro-Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project. The document will be collected by bidder's representative on request.

Bidding will be conducted through the Request for Bids (RFB) procedures specified in the World Bank's Guidelines for Procurement of Small Civil Works under IBRD Loans and IDA Credits and is open to all bidders from eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information from and inspect the bidding document at the Kaduna State Agro- Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project at the address given above from 10.00hrs to 16.00hrs, Monday to Friday.
Late bids will be rejected.
