Title: Consultancy on Primary Health Care

Preamble
COVID-19 has restated importance of building a resilient health system and achieve Universal Health Coverage (UHC). The three inter-related components of PHC are integral to achieve UHC. This includes comprehensive integrated health services that embrace primary care as well as public health goods and functions as central pieces; multi-sectoral policies and actions to address the wider determinants of health; and empowering individuals, families, and communities for increased social participation and enhanced self-care and self-reliance in health. PHC is the most inclusive, equitable and efficient approach to enhance people’s physical and mental health, as well as social well-being.

The government of Maldives is committed to decentralize the existing health system and to execute this health sector reform, the Ministry of Health Maldives is working towards operationalizing an appropriate Primary Health Care (PHC) model that will deliver people centered services through life course approach. The PHC model will be in line with the government’s suburbanization efforts under National Spatial Plan and Integrated National Public Ferry Network, in which the country will be divided into 3 Regions, and each region further divided into two zones, and each zone will be divided into clusters.

WHO Country Office of Maldives is supporting the Ministry of Health Maldives as the lead technical agency on health to revitalize the PHC in Maldives in line with the South East Asia regional strategy for primary health care.

The consultant is required to support Ministry of Health in their current efforts to revitalize the primary healthcare services across the country.

Purpose:
  • The consultant will provide technical and policy support to strengthen Primary Health Care (PHC) services for overall strengthening of the health service delivery system of the Maldives.
Scope of Work




  • To conceptualize, plan and support in coordinating of assessments and surveys of Health facilities at island and atoll levels.
  • To support the MoH and WCO Maldives to country contextualize the package of Essential Services for Maldives based on the Maldivian Health Services and Primary Health care Revitalization plans.
  • To support the MoH and WCO Maldives develop and operationalize the service delivery model to provide the package of essential services at health facilities.
  • To conceptualize, plan and support in coordinating of a Training Needs Analysis for healthcare workers in support of the PHC revitalization.
  • To support the MoH and WCO Maldives to develop a comprehensive HR development plan for service delivery at primary healthcare settings.
  • To support the MoH and WCO Maldives to develop a supportive supervision and M&E framework for PHC.
Outputs
  • Take part in PHC Steering Committee meetings organized for PHC revitalization in Maldives
  • Health Facility Survey Report for the Island and Atoll level health care services
  • A country contextualized Package of Essential Services built on the Maldivian Health Services and Primary Health care revitalization plans
  • An operationalized service delivery model drafted to deliver the package of services at island and atoll level
  • A Primary Health Care workforce training needs analysis report
  • Draft of a comprehensive HR development plan for HCW’s in PHC
  • A supportive supervision and M&E framework for the revitalized PHC
Technical Supervision
Under the technical supervision of the Medical Officer Public Health and the overall supervision of WHO Representative to Maldives, the consultant will work closely with the Ministry of Health. The Consultant will liaise with relevant technical departments in SEARO.

Specific Requirements
  • Expert knowledge of English
  • University degree in Medicine or related sciences with Postgraduate level degree in Public Health.
  • MD / PhD in Public Health or related field.
  • At least 7 years of work experience in the area of public health or health systems strengthening including that of PHC reorganization, work on developing of package of essential services for PHC and operationalization of service delivery models to deliver the package of essential services including M&E frameworks.
  • Experience on assessments on Universal Health Coverage at population level and Health Systems including PHC service delivery at national level.
  • Experience on undertaking Training Needs Analysis and development of Human Resources for Health Development plans for national and subnational levels.
  • National or International work experience in primary health care with special focus on health systems, human resources, essential service packages and operationalization of service delivery models.
  • Strong analytical skills with conceptual understanding of Universal Health Coverage and Primary Healthcare
  • Excellent written and oral communication and presentation skills
  • Demonstrated ability to maintain effective relationship with a wide range of stakeholders in government and beyond
