The Shell Petroleum Development Company of Nigeria (SPDC) is the pioneer and leader of the petroleum industry in Nigeria. It has the largest acreage in the country from which it produces some 39 per cent of the nation's oil. The company's operations are concentrated in the Niger Delta and adjoining shallow offshore areas where it operates in an oil mining lease area of around 31,000 square kilometres.

Preamble
The Shell Petroleum Development Company of Nigeria (SPDC) in its role as operator of the NNPC/SHELL/ TEPN/AGIP Joint Venture, on behalf of the Joint Venture, hereby invites reputable registered Nigerian companies (DPR registered and licensed) with proven experience in provision of Projects Support and Professional Services for SPDC’s Real Estate Projects, to apply for selection into the bid list of the tender for the Projects Support and Professional Services tender. The proposed contract is scheduled to commence in Q4 2022 and remain active for 36 months with a one-year extension option.

Scope of Work
The scope of activities to be covered shall include but not limited to the under-listed in connection with Real estate projects delivery:




  • Specification development, enquiries, evaluation and placement of long lead orders/enquiries with vendors
  • Project services and management support including cost, planning and related project services
  • Follow-on Engineering and Construction support services
  • Information management and business support services including document management, archiving and control.
  • Site supervision services
  • QA/QC Services
  • Professional Real Estate Consultancy Services covering:
    • Architectural Services
    • Quantity Surveying Services
    • Property Valuation Services
    • Civil & Structural Services
    • Mechanical, Electrical & Plumbing Services
Mandatory Requirements
  • To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in the following category 3.01.01- Project Administration Services. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
  • To determine if you are pre-qualified and able to view product/service category you are listed for, open http://vendors.nipexng.com and access NJQS with your login details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
  • If you are not listed in a product/service category but you are registered with DPR to do business, contact NipeX office at 8, Bayo Kuku Street, Ikoyi, Lagos, with your DPR certificate as evidence for necessary update.
  • To initiate the NJQS pre-qualification process, access www.nipex-ng.com to download the application form, make necessary payments and contact NipeX office for further action.
  • To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.
Nigerian Content Requirement
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:
  • Tenderer shall demonstrate that entity is a Nigerian-registered company with 51% or more Nigerian shareholding capacity. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and DPR certificate
  • Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the totalwork force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
  • Provide a Nigerian Content Execution Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
  • Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • Provide detailed description of the location of in-country committed facilities & infrastructure (Technical/Administrative office, storage, workshops, repair & maintenance facilities and testing facilities) in Nigeria to support this contract).
  • All service companies are required to sign a MOA with the relevant research clusters. The MOA shall indicate how the service company intends to use the relevant research clusters during project execution to the satisfaction of the Board. Researchers that meet the technical requirements of the Board shall be notified on the Research Cluster they belong to: and they will be required to upload research proposals relevant to their cluster unto the NOGIC JQS portal (http://www.nogicjqs.com) on request.
  • In line with the latest NCDMB NCEC approved guideline, Tenderer shall provide evidence of category 1,2,3,4 or 5 NCEC for Consultancy services group (CS).
Closing Date
Only Tenderers who are registered in the category 3.01.01- Project Administration Services category (A-D) as of 27th January 2022 being the advert close date shall be invited to submit technical bids.

Additional Information
  • All costs incurred in preparing and processing NJQS pre-qualification shall be to the contractor’s accounts.
  • This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
  • SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
