Preamble
During recent years, Jordan has made significant strides in addressing child protection issues. Legislative milestones and advancements have taken place since the development of the National Strategy for Family Protection, the endorsement of the National Framework for Family Protection in 2007 (updated in 2016)and the establishment of multiple prevention and response services among governmental and non-governmental organizations. While protecting children from harm is a cornerstone of key Government policies, enforcement can be complicated by social and cultural norms and economic realities.

As a Pathfinding Country within the Global Partnership to End Violence Against Children (VAC), Jordan has committed to addressing VAC as a national priority, including continued development of a strong child protection system to prevent and respond to all child protection risks and concerns. A core element of such a system is having a strong social service workforce (SSW) in place, with a clear mandate and well-trained staff who able to identify, prevent and manage risks and respond to situations of vulnerability and harm. The SSW can be found within the government, private sector and non-governmental sector; in child protection, education, justice, health and other services; and be part of the paid labour force or not.Collaboration between social workers in the different sectors are often crucial for protecting children.

Acknowledging the importance of the SSW, UNICEF took the initiative in 2018 to conduct a review of the state of the SSW in MENA region together with the Global Social Service Workforce Alliance (GSSWA).One key finding of this review was the need to further assess the situation of the SSW in Jordan; for instance where social workers function, what the different roles of the workforce are, what backgrounds social workers have, what type of technical and other support the they need and what regulatory bodies are available.Without comprehensive data about the SSW and the context the workforce operates within, it is challenging for stakeholders to take the necessary action to plan, develop and support the workforce in a systematic and sustainable way.Thus, accurate and comprehensive information and data about the current status of the workforce are vital for the Government’s continued effort to strengthen and to professionalize the workforce, with the ultimate goal of improving preventative and responsive services to children, adolescents and their families in Jordan.

Goals and Objectives
The overall goal of the mapping is to facilitate a deeper understanding of the current status of the social service workforce for child protection and the systems that support the workforce in order to ensure that the workforce is well planned, developed and supported.This assessment will form a basis for development of a national workplan for social service workforce strengthening to ensure access to quality services to all children and families.

The main objectives are:
  • Strengthen workforce planning by:
    • Providing an overview of the context in which social services are delivered in the country: the systems in place for the delivery of social services, related policies and frameworks, social service education and resources including financial management.
    • Defining the roles and responsibilities of Social Service Workers within the different public sectors; social, justice, health and education, as well as in the voluntary and private sector
    • Identifying the characteristics of social workers, their academic background, scientific qualifications, work experience and their geographical distribution.
    • Identifying certification, registration and/or licensing requirements and practices.
    • Identifying the number of SWs, paraprofessionals and un-paid professionals who provide SSW services within all sectors.
    • Identifying the ratio between the number of SWs and the number of cases of children/individuals who are being followed up by the SSWs.
    • Exploring the linkages between the work of SWs across the different sectors and within the same sector in policy, procedures and other practices.
  • Strengthen workforce development by:
    • Identifying the availability of different levels of education, training, and field placements/practice learning.
    • Analysing the current capacity of the SSW in relation to identified needs within the child protection system.
    • Analysing workers’ perceptions of the availability and accessibility of ongoing professional development opportunities.
    • Identifying a mechanism for obtaining needed data on the number of social workers in Jordan classified by address, sector and type of service.
    • Determine how to implement the mechanism, whether it's a census or a comprehensive survey.
    • Investigate the possibility of establishing an electronic register of social workers.
  • Strengthen workforce support by:
    • Identifying number of supervisors who provide SSWs with constructive and regular supervision and support and percent of workforce who feel they are receiving adequate supervision
    • Identifying availability of codes of conducts or ethical principles
    • Analysing the presence, role, size and effectiveness of professional associations
    • Analysing the impact of the current quality assurance system on social work and areas of development.
    • Identifying implications and recommendations for social service workforce strengthening to be integrated into the national work plan
Scope of Work




Under the guidance and direction of the UNICEF Child Protection Specialist and in close collaboration with the National Committee, the consultancy firm will be responsible for undertaking tasks and achieve the deliverables specified below:
  • Desk review of country-specific documents pertaining to the social service workforce.
  • Inception report including proposed methodology, tools for data collection and clear detailed workplan for the achievement of the different milestones.
  • Review, adapt and finalize the methodology and data collection tools. Definitions of those who are social workers, allied workers and para workers will be developed in collaboration with the Country’s National Committee.
  • Pilot data collection tools in a smaller geographical setting to be able to make eventual adaptions.
  • Oversee and carry out data collection through the administration of surveys and follow-up discussions with key stakeholders as needed to fill any gaps in data. The mapping will include a comprehensive collection of data related to all SSW workers in country who interact directly with clients in the different social services and those who support the delivery of services, including all governmental sector as well as voluntary and private institutions.
  • Process and analyze data and develop a detailed draft analytical report, including a draft strategic framework for social workforce strengthening.
  • Present and discuss the preliminary findings and draft strategic framework with the National Committee – brief presentations will be required as well as active participation of the consultancy team in consolidating comments from the stakeholders.
  • Finalize and present the final report after consulting with and obtaining clearance from the National Committee and UNICEF.
Qualifications and Requirements
Qualification:
  • University degree in social work, social welfare, child protection, child psychology, social research or related field.
Experience:
  • At least 8 years of professional work experience in social work or other social service workforce areas, strategic planning, research, monitoring and evaluation
  • Proven track record in providing technical guidance and assistance in social work and social service workforce strengthening, with a focus on social protection and child protection in particular
  • Excellent quantitative, qualitative data collection, management and analysis skills as evidenced through previous work examples
  • Experience engaging effectively with national governments and counterparts, private sector organizations, UN agencies, NGOs, universities, professional associations and other key stakeholders
  • Knowledge of the social protection and child protection systems in Jordan and/or the MENA region and previous work experience in the region considered a very strong asset.
Key competencies and skills:
  • Strong research, statistics, and data analysis skills
  • Strong demonstrated skills in creating and utilizing Excel spreadsheets
  • Demonstrated capacity in producing high quality reports and presentations in English and Arabic
  • Excellent interpersonal skills.
