Newcross Petroleum Limited, a metamorphosis of Newcross Investments Limited, operator of the OML 152 Psc is a young and dynamic Nigerian Indigenous Oil & Gas Company. The Company is primarily focused in the upstream industry, harnessing exploration and production opportunities in the African continent with current emphasis on the Niger Delta Petroleum Province and the West African sub-region.

Preamble
Newcross Petroleum Limited, Operator of OML 152 hereby invites reputable and competent Companies with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bid list for the above contract. Scope of Work/Service Requirements
Engineering, Procurement, Construction, Installation, Operation and Maintenance (EPCIOM) package of a scalable,10,000bopd, 100mmscfd capacity Early Production Facilities (EPF) to handle processing of OML152 Efe field hydrocarbon to be evacuated via a 45km 10" and 6" gas and oil pipeline to a third-party facility for export to onward markets under a lease arrangement for a period of 5 years with an option to buyback at the end of the fifth year. The EPF shall be scalable to allow for operating capacity flexibility with about 20% design margin.

The scope of work, shall include but will not be limited to provision of the following services.
  • A summary of work requirement is as follows:
    • Detailed Engineering Design (DED) of the Process Facilities
    • Safety Studies
    • Procurement and Manufacturing
    • Mechanical Installation, Electrical Instrumentation and Control Hook-up
    • Pre-Commissioning and Commissioning
    • Operations and Maintenance
    • Provision of chemicals such as de-emulsifiers, methanol, antifoam agents and other process fluids required for the operation of the facility
    • Provision of fuels, oil, etc for commissioning and operation of the facility
    • Mechanical Handling/haulage/Crane at site
    • Open Drain Systems
    • Security, safety and health support infrastructure, including medic
    • Communication on site
    • Effective Community Relations and Management. Manage all community issues throughout construction phase and during operations.
    • Effective Project Supervision and Management
  • In designing the EPF, the following vital criteria will be considered:
    • Compression capacity-2 x 100% (60 mmscfd each)
    • Average expected Well Head Pressure range of Efe field estimated at between 300 and 4000 psi
    • Average well head temperature estimated at between 72 and 89°F
    • HP separator pressure at 250-600psig MP separator at 100 - 300 psig
    • LP separator at 14.5 - 100 psig Test Separator at 14.5 - 600psig
    • Storage tanks (Atmospheric/gas blanket)
    • Export Oil BS&W - <5%
    • Maximum oil in water content-5ppm
    • Export line pressure (150 + 650) = 800psig at pump discharge
  • On completion of the EPF, it shall consist of the following but not limited to:
    • Production Manifold with HP, IP, LP and Test headers
    • Production Equipment/Machineries (continuous duty and standby Generators; including black start); Air Compressors, 3-Phase Separators (HP, MP, LP and Test), and Hydrocyclone. 
    • Gas Scrubbers and filter separators
    • Gas Compressors
    • Gas Coolers
    • Export Pumps (2 + 1 Spare) (20,000bopd @ 800psi) - One (1) gas driven, two (2) electric motor driven.
    • Water treatment Unit + Pumps
    • Safety and Shutdown Systems (ESD)
    • Interconnecting/Process Piping
    • Pipeline systems
    • Equipment Foundation
    • Office/Control/Mess room
    • Staff Accommodation
    • Maintenance Workshop
    • In-Plant Road works
    • Utilities - fuel gas, air and water
    • Fire fighting system (Deluge and fusible plugs); smoke, gas and fire detector systems
    • Storage Tanks with spark/flame arrester/breather valves of 2 x 10,000BBL capacity
    • Potable water system/storage tanks for fire-fighting, utilities, messing, office/workshop and warehouse.
    • Galvanized Perimeter Fence (Citadel/Bakaert/Jackson Fence System)
    • Office/Control/Mess room
    • Staff Accommodation
    • Maintenance Workshop
    • In-Plant Road works
    • Utilities - fuel gas, air and water
    • Fire-fighting system (Deluge and fusible plugs); smoke, gas and fire detector systems
    • Storage Tanks with spark/flame arrester/breather valves of 2 x 10,000BBLs capacity
    • Potable water system/storage tanks for fire-fighting, utilities, messing, office/workshop and warehouse.

    • Others as may be recommended
  • Professional handling of all Packages, equipment, and materials during procurement, construction and installation as to prevent damages. As contractor will be fully responsible for replacement of damaged or factory defective item(s).
  • Safely carryout construction, installation and commissioning of EPF as designed in line with best practice and as directed by NPL Company Rep(s).
  • Carryout site restoration and demobilisation.
  • Submit all OEM documents and purchase details to client (soft & hard copies, asses/ license codes) as may be applicable.
  • Project documentation, as-built and close out report.

  • To be eligible for this exercise, interested Tenderers are required to be prequalified in the EPF procurement and installation Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive a Technical Invitation to Tender (TT).

  • To initiate the JQS pre-qualification process, access www.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action
  • To be eligible, all tenders must comply with the Nigerian Content requirements in the Nipex system.
Nigerian Content Development
Tenderers shall be expected by the Nigerian Content Development Monitoring Board (NCDMB) to:
  • Demonstrate that entity is a Nigerian indigenous company having more than 51% Nigerian equity shareholding in the registered entity. Tenderer shall submit certified true copies of CAC forms 10, 02 & 07.
  • Provide detailed description of the location of in-country facilities (Equipment, storage, workshops, repair, maintenance and testing facilities).
  • Provide evidence of Minimum 50% equity ownership of asset & equipment to be deployed for this workscope.
  • Tenderers to provide evidence of category C NCEC for in-country ownership of the relevant equipment to execute s scope of work.
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

Closing Date
Only tenderers who are registered with NJQS in the Product/Service category Code 4.06.01/4.06.02 as at 1700hrs on 1st February, 2022 being the advert closing date shall be invited to submit Technical and Commercial Bids.
