Nigeria Agricultural Quarantine Service (NAQS) invites experienced and reputable Suppliers, Contractors and Consultants/Service Providers to express interest by submitting tender and EOI documents for the following works:

Nigeria Agricultural Quarantine Service (NAQS) is a regulatory agency under the Federal Ministry of Agriculture and Rural Development. It was created for the harmonization of Plants, Veterinary and Aquatic resources (fisheries) Quarantine in Nigeria to promote and regulate sanitary (animal and fisheries health) and phytosanitary(plant health) measures in connection with the import and export of agricultural products with a view to minimizing the risk to agricultural economy, food safety and the environment.

Preamble

The Federal Government has provided funds in the 2022 Appropriation for the Nigeria Agricultural Quarantine Service. The Agency, in pursuance of the Federal Government's Agricultural Policies aimed at improving the lives of ordinary Nigerians, desires to utilize part of the funds to procure Goods, Works and Services in various parts of the country

Eligibility Requirements

Interested and competent Contractors, Suppliers and Service Providers Consultants wishing to carry out any of the projects listed in the above three (3) categories are required to submit the following documents. Failure to fulfill any of the underlisted requirements will rendered bid, disqualified:

Evidence of Certificate of incorporation issued by Corporate Affairs Commission (CAC) including Form's CAC1.1 or CAC2 and CAC7
Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31 December, 2022,
Evidence of Current Pension Compliance Certificate valid till 31 December, 2022;
Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2022
Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31 December, 2022
Evidence of Registration on the National Database of Federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31" December 2022 or valid Certificate issued by BPP
A sworn Affidavit disclosing whether or not any officer of the Nigeria Agricultural Quarantine Service or Bureau of Public Procurement is a former or present Director Shareholder or has any pecuniary interest in the Bidder and that no Partner Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices misrepresentation or falsification of fads relating to any matter and that all the required documents presented in the bid are both genuine and up-to-date, and that the Company is not under receivership, the subject of any winding up petition or proceedings, insolvency or Bankruptcy
Company's Audited Account for the last three (3) years, 2019, 2020 2021
Evidence of Financial Capability to execute the Project including Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed
Company Profile with Curriculum Vitae of Relevant Key Staff to be deployed for the Project including copies of their Academic Professional Qualifications (eg COREN ARCON CORBON. SURCON, QSRBN etc. for Works):
Verifiable evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificates Job Completion Certificates and Photographs of the projects
List of Plants/Equipment with Proof of Ownership Lease Agreement for Works;
Only companies including the National Automotive Design and Development Council's approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles
For Joint Venture Partnership, Memorandum of Understanding (MoU) should be provided all the eligibility requirements are compulsory for each JV Partner
All documents for submission must be transmitted with a Covering Forwarding Letter under the Company Firm's Letter Head beaning amongst others, the Registration Number(RC) as issued by the Corporate Affairs Commission (CAC). Only the Technical Bids will be opened immediately after the deadline for submission at 12.00 noon on Monday 28 March, 2022, at the Conference Room Nigeria Agricultural Quarantine Service, Enugu State Building, Central Business District. Abuja, while the Financial Bids will be kept un-opened. Please ensure that you sign the Bid Submission Register at the address stated in 4.0 above, as the Agency will not be held liable for misplaced or wrongly submitted bids.

Expression of Interest (EOI) documents will be opened immediately after the deadline for the submission at 12.00 noon on Monday, 7 March 2022 at the Conference Room Nigeria Agricultural Quarantine Service Enugu State Building, Central Business District Abuja, in the presence of Bidders or their Representatives. Please ensure that you sign the Bid Submission Register at the address stated in above, as the Agency will not be held liable for misplaced or wrongly submitted Bids

Collection of Bid Documents

Categories A&B (Goods and Works) Interested Companies are to collect the Standard Bidding Document (SBD) from the Procurement Department, Room 115. First Floor, Nigeria Agricultural Quarantine Service, Enugu State Building, Plot 81 Ralph Sodeinde Street, Opposite Federal Ministry of Finance Central Business District Abuja, on evidence of payment of non-refundable Tender Fee of N10.000.00(Ten Thousand Naira only per Lot paid into the Remita Account TSA of Nigeria Agricultural Quarantine Service in any reputable commercial Bank (The TSA Account Numbers to be obtained from the Agency's Central Pay Office).

Submission of Tender Documents (Categories A&B-Goods and Works)

Prospective bidders are to submit bid for each of the Lot desired two (2) hard copies of the Technical Bid and two (2) hard copies of Financial Bid including soft copy of Financial Bid in MS Excel format). packaged separately in sealed envelopes and dearly marked "Technical or 'Financial Bid".

Thereafter put the two sealed envelopes together in a bigger sealed envelope clearly marked with the Name of the Project and Lot Number and addressed to the:

Interested Firms are to submit two (2) bound copies of Expression of Interest EOI documents Separated by dividers. The documents should be submitted in a sealed envelope at the Procurement Department Room 115, First Floor, and addressed to the above stated address.

Furthermore, the reverse of each sealed envelope should have the Name and Address of the Bidder and should be deposited in the Tender Box at the address above no later than specified closing date.

General Information

Bids and Expressions of Interest must be in English Language and signed by an official authorized by the Bidder,
Bids and Expressions of Interest submitted after the deadline for submission would be returned unopened;
Bidders should not bid for more than two (2) Lots (note: this maximum bidding is important in Order not to over-stretch bidder's capacity and causing delay in project delivery
Presence of bidders representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines.
The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption Transparency

Only pre-qualified bidders at Technical evaluation will be invited at a later date for financial Bids bids opening, while the financial bids of un-successful bidders will be returned unopened.
All costs will be borne by the Bidders as the Agency will not be held responsible for any cost or expenses incurred by any interested parties in connection with any response to this invitation
The Nigeria Agricultural Quarantine Service is not bound to pre-qualify any Bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
Non-compliance with the Conditions stated therein will lead to automatic disqualification of the Bidder from the bidding process
