11	Upgrade and Maintenance of Commission’s ICT infrastructure	This service will be carried out in 36 States, FCT and INEC Headquarters Abuja as Lots 1-38 and as indicated in Paragraph 2.0 (i.e. Group A and B)
12	Development of Online Content and Resources for 2023 General Elections	This service will be carried at INEC Headquarters Abuja as Lot 38
13	E-documentation/Archiving Systen for the Commission	This service will be carried out at INEC Headquarters Abuja as Lot 38
14	Production and overlaying existing Polling Units	This service will be carried out at INEC Headquarters Abuja as Lot 38
15	Update, Review of E-Training resources for Basic Security in Election Duties & E-certification for Election Violence Mitigation & Advocacy Tool (EVMAT)	This service will be carried out at INEC Headquarters Abuja as Lot 38
16	Development of Real-time Monitoring & data collection mobile App and Activities alert prompt for Commissions Activities with dashboard.	This service will be carried out at INEC Headquarters Abuja as Lot 38
17	Consultancy for Construction Project	This service will be carried out at INEC Headquarters Abuja as Lot 38

Eligibility Requirements

Firms interested in bidding for any of the Lots roust possess the following eligibility requirements:
Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC1.1, CAC2 and CAC7.
Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2018, 2019 and 2020) valid till 31st December, 2021.
Evidence of Pension Clearance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 15 and above).
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above).
Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021.
Evidence of Registration on National Database of Contractors, Consultants and Services Providers by submission of interim Registration Report (IRR) expiring on 31st December, 2021 or valid Certificate issued by BPP.
Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Independent National Electoral Commission (INEC) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
Company’s Audited Accounts for the last three (3) years (2018, 2019 and 2020).
Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed:
Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects:
For Joint Venture/Partnership, Memorandum of Understanding (M0U) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
All documents for submission must be transmitted with a covering/Forwarding letter under the Company/Firm’s Letter Read Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and email address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm. These documents are to be arranged in the order in which they are listed above

Additional Requirements

Proof of technical expertise to execute the job;
Evidence of accreditation/registration with relevant professional body ( CPRCN, CIPM, ANAN, CAN, NIM, COREN, NIA etc), where applicable.
List of verifiable documentary evidence of similar jobs successfully executed or/on.going within the last five (5) years (e.g. letter of Award, Job completion certificate etc.).
List of key personnel to carry out the work including photocopies of relevant Professional certificates.

All submissions must be delivered in one (1) neatly bounded hard copy in sealed envelope clearly marked "Request for Expression of Interest" (Indicating category and Lot No. at the top right hand of the envelope) along with a soft copy in PDF format and addressed to:
