The The Lagos International Trade Fair Complex Management Board (LITFCMB) invites interested competent and reputable suppliers, contractors and service providers to express interest by submitting tender documents for the following works:




The Lagos International Trade Fair Complex Management Board (LITFCMB) is a parastatal under the Federal Ministry of Industry, Trade and Investment responsible for managing the Lagos International Trade Fair Complex.

This involves Estate Management (Renting out offices), organization of exhibitions and trade fairs, publication of information booklets on trade fairs, and renting out facilities like halls, and open spaces for seminars, conferences and weddings.

Preamble
The Lagos International Trade Fair Complex Management Board, a Parastatal under the supervision of Federal Ministry of industry, Trade and Investment(FMIT&J) having secured some funds in the 2022 Appropriation Act,intends to implement some projects through the procurement of Good, Works and Consultancy Services.

In compliance with the Public Procurement Act (PPA) 2007. interested competent and reputable suppliers, contractors and service providers are hereby invited to bid for the following projects.

Eligibility Requirements
Prospective bidders must possess the under-listed requirements to be eligible in the procurement:




  • Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
  • Evidence of Company's current Tax Clearance Certificate for the last three years (2019, 2020 and 2021) valid till 31 December, 2022 with a minimum average annual turnover of N10 Million (for Category B and C).
  • Evidence of Pension Clearance Certificate valid till 31" December, 2021 (this requirement is only applicable to bidders whose number of staff is 15 and above).
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31" December, 2021 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above).
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December, 2021.
  • Evidence of Registration on the National Data Base of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid certificate issued by BPP.
  • vii. Reference Letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility when needed.
  • Sworn Affidavit:
    • Disclosing whether or not any officer of the relevant committees of the Lagos International Trade Fair Complex Management Board or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
    • That the company is not in receivership, insolvent or bankrupt.
    • That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
  • Company's Profile with the Curriculum vitae of key Staff to be deployed for the project including copies of their Academics/Professional qualifications; e Company's Audited Account for the last three (3) years (2018, 2019 and 2020) duly signed by a reputable Auditing Firm.
  • Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five (5) years including Letters of Awards, Valuation Certificates and/or Job Completion Certificates and Photographs of the projects;
  • Works: List of plants and Equipment with proof of ownership or lease agreement.
  • Lot 3A: Evidence of Firm's current registration with Nigeria Security and Civil Defence Corps (NSCDC).
  • All documents for submission must be transmitted with a Covering /Forwarding Letter under the company's Letter Head paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferable GSM NO) and valid e-mail address and official company's address. The Letter Head Paper must bear the Names, Nationalities and telephone number of the Directors of the company at the bottom of the page.

12:00 noon  Monday, 7th February, 2022.

Opening of EOI/Bid Documents
The EOI and technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, February, 2022 and 12:00 noon on Monday, 21" February, 2022 respectively, in the Executive Director's Conference Room.

Collection of Tender Documents (Goods & Works)
Interested and competent bidders are requested to collect the Standard Bidding Documents (SBD) from the Procurement Unit, Room 204, Lagos International Trade Fair Complex, Management Board upon presentation of evidence of payment of non-refundable Tender Fee of N10,000.00 per Lot paid into the Lagos International Trade Fair Complex, Management Board Remita's account in any reputable commercial bank in Nigeria.





Submission of Tender Documents (Goods & Works)
Prospective bidders are to submit two (2) hard copies each of the Technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as "Technical Bid"" or "Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope clearly marked with (the name of the project and the Lot Number) and addressed to the:

Lagos State.

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Procurement Unit, Room 204, Lagos International Trade Fair Complex Management Board not later than the specified closing date.

Submission of EOI Documents (Consultancy Services)
Interested firms are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as above, and clearly marked with (the name of the project and the Lot number).





Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Procurement Unit, Room 204, Lagos International Trade Fair Complex Management Board not later than the specified closing date.

General Information
  • Certificates may be referred to the respective issuing authority for verification and authentication.
  • Bids submitted after the deadline for submission would be returned un-opened.
  • Bidders should not bid for more than one (1) Lot.
  • Bids wrongly packaged will be rejected.
  • All costs of submission of tender document will be borne by the bidders.
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording invitation link will be sent to bidders to join the bid opening online) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti Corruption/Transparency;
  • Bid documents can also be collected in soft copies and Bidders can submit through Post(Courier Services).
  • Only the pre-qualified bidders (Goods & Works) will be contacted at a later date for virtual financial bid opening, while financial bids of unsuccessful bidders will be returned unopened: Only shortlisted firms (Services) will be invited at a later date for collection of Request for Proposals.
  • The Lagos International Trade Fair Complex Management Board is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 200.
  • All submissions must be made only in English language.
