Preamble

This Request for Bid follows the General Procurement Notice (GPN) for the Agro- Processing, Enhancement and Livelihood Improvement Support (APPEALS) Project which appeared in "Development Business issue no. WB 3108-756/09 and This Day Newspaper of September 3rd 2019.

The Kaduna State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of Agro-Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project, and it intends to apply part of the proceeds of this credit to eligible payments under the contracts for the Construction of Cottage Processing Centers in Kaduna State.

The Kaduna State Agro- Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project is now inviting sealed bids from eligible and qualified bidders for the Construction of 15 Number Cottage Processing Centers in Kaduna State as described below.

Pre-Qualification Requirements

Certificate of registration/incorporation with the Corporate Affairs Commission (CAC).
Evidence of current registration with the Kaduna State Public Procurement Authority. (http://kadppa.eprocurrment.ng)
Company Audited Account for three (3) years (2018, 2019, 2020).
Evidence of current Tax clearance certificates for three (3) years (2018, 2019, 2020).
Evidence of current registration of business premises with the Kaduna State Ministry of Business Innovation and Technology.
Technical experience and qualification of key personnel with evidence of registration with appropriate professional bodies. A Contract Manager with 15 years' experience in construction works of an equivalent nature and volume shall be part of the personnel.
Experience as prime contractor in carrying out at least two projects of similar nature and complexity over the last three (3) years (the works cited should be at 90% completion at least).
Availability (own, lease, hire, etc) of the essential equipment as listed in the Bidding Data Sheet.

Application Closing Date

12:00 noon Wednesday, 23rd February, 2022.

Opening of Bids

The Technical and Financial Bid documents received shall be opened immediately after the close of receipt of bids in the presence of bidders' representatives who choose to attend on Wednesday 23rd February, 2022 by 12:00 noon, at the address below: Kaduna State Agro Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project, No. 13, Wema Bank Building, Bida Road, Kaduna, Nigeria.

Collection of Financial Tender Document

A complete set of Bidding Document in English Language may be purchased by interested companies/firms on the submission of a written application and upon payment of a non-refundable tender fee of N25,000.00 (Twenty-Five Thousand Naira) for the first Lot; while additional lot shall cost N15,000.00 (Fifteen Thousand Naira) each. The payment should be made to Kaduna State Government through a Bank draft.

Submission of Documents

Completed Technical and Financial Bids are to be submitted in three (3) hard copies each (Original, Duplicate and Control Copies). The Technical and Financial Bids must be inserted in separate sealed envelopes clearly marked "Technical Bid" and "Financial Bid". All the envelopes must bear the name and contact number of bidder at the rear sides while the "Project Description" and "Lot No" clearly marked at the top left hand corner of the envelopes and addressed to:

Note

The Original and Duplicate copies of the Technical Financial Bids shall be placed in a large outer envelope which shall be dropped into the Bid Box.
The Control copies of the Technical and Financial Bid documents shall be marked at the top right hand side as Control Copy and dropped in the Control Box.
Failure to comply with these requirements of separate and sealed envelopes for technical and financial document shall lead to disqualification.
Bids submitted must be accompanied by a bid security in the amount stated.
Late bids will be rejected.

General Notice

Only the bid that meet the pre-qualification requirements shall be considered.
Evidence of purchase of the bids should be placed in the Technical Bid Document.
This advertisement shall not be construed as contract award or any commitment on the part of the Kaduna State Government or its Agency/Agents; nor shall it entitle any company/firm to make any indemnity from the Kaduna State Government or any of its Agencies/Agents by virtue of such company/ firm having responded to this advertisement.
Response to this advertisement does not oblige the Kaduna State Government or it Agencies Agents to consider responding company/firm's bid.
The client reserves the right to accept any bid, annul the Bid proceedings, or to reject any or all bids at any time prior to contract award, without thereby incurring any liability, or any obligation to inform bidders of the grounds for the action.
Submission of tender through e-mail or e-portal will not be accepted.
The currency shall be the Nigerian Naira.
Bidding will be conducted through the Request for Bids (RFB) procedures specified in the World Bank's Guidelines for Procurement of Small Civil Works under IBRD Loans and IDA Credits and is open to all bidders from eligible Source Countries as defined in the Guidelines.
