CLEEN Foundation ("CLEEN") formerly known as Centre for Law Enforcement Education is a non-governmental organization established in January 1998 with the mission of promoting public safety, security, and accessible justice through the strategies of empirical research, legislative advocacy, demonstration programmes and publications, in partnership with government, civil society and the private sector.

Since its establishment in the country in 1998, CLEEN has supported the development of the security and justice sectors through capacity building programs, accountability and justice programs, local and international research initiatives, public safety and security interventions, community resilience, peace building efforts and through promotion of human rights and the rule of law in partnership with Civil Society Organizations (CSOs), government agencies, media organizations and developmental partners.

Title: Expression of Interest (EOI) - Consultant to Carryout Risk Mitigation Plan for an Early Warning and Early Response (EWER) Project in Four States in Northern, Nigeria

Preamble
The CLEEN Foundation in partnership with the University of Los Angeles, California, and the University of Toronto, Canada is implementing a Village Monitoring System Project on early warning and early response in four volatile states (Kaduna, Plateau, Taraba, and Zamfara) and sixteen communities in Northern, Nigeria.

The project seeks to prevent and mitigate violence against civilians in at-risk areas of northern Nigeria by strengthening and expanding EWER capabilities including through access to near real-time alerts of village burning incidents. The project is designed to contribute to the mitigation and to bring to an end the frequent conflicts, disappearances and mass violence that is persistent in Northern Nigeria. This incidences are being driven by the effects of climate change; ethnic, religious and cultural tensions; weak response by security agencies.

Collectively, in a bid to protect themselves, communities have resorted to self-help; self protection and the involvement of women and empowerment of community members to serve as peace-builders. This project engages civil society to serve as peacebuilders/conflict mitigators trained in early detection, warning,and response to violence. Central to the project is the mobilization and training of local Nigerian constituencies, with an emphasis on women, to engage in and strengthen existing EWER systems from the ground up. In the implementation of this project, it is envisaged that there might be some challenges that could hinder the successful execution of the project as conceptualized. To this effect,

CLEEN Foundation is seeking the service of a consultant who will help to embark on a Risk Mitigation Plan development considering the context and dynamics of the focal states based on the incidences of violent conflict recorded overtime.

Scope of Work
  • Detailed Risk Assessment.
  • Realizable Mitigation Measures/Response Plan
  • Develop a standard guideline for implementing partners in the states.
  • Development of a detailed report showing the RMP.
Condition for Selection




The prospective consultant must possess the following for consideration and selection:
  • At least 7 year's experience working on violent conflicts in Northern Nigeria
  • Prior experience working on EWER project
  • Prior experience on developing a Risk Mitigation Plan for a similar project
  • The Consultant should have a minimum of bachelors degree in Peace and Conflict, Political Science, Sociology, Geography.
  • An advanced degree will be an added advantage

  • An updated CV (maximum of 3 pages).
  • A sample of a Risk Mitigation Plan developed in the past.
